MOSA Facilitates Population Data Recording for the Marginalized Citizen

JAKARTA (13 January 2021) - The Ministry of Social Affairs is teaming up to record the population data/ID Numbers of the People Needing Social Welfare Services (PPKS) so that the PPKS can access government’s social assistances. 

This activity is carried out in collaboration with the Department of Population and Civil Registry (Disdukcapil) of DKI Jakarta Province and the Ministry of Home Affairs. Social Minister Tri Rismaharini came to watch the recording activity, reviewed their account opening and launched Atensi (Social Rehabilitation Assistance) Program.

Risma stated that the Ministry of Social Affairs’ program could not be separated from the constitutional mandate. In Article 34 paragraph (1) of the 1945 Constitution states that ‘the poor and neglected children are cared for by the state’.

"In accordance with the mandate of the constitution, the state is obliged to provide protection to citizens. Article 34 of the 1945 Constitution states that ‘The poor and neglected children are cared for by the state’. The problem is that if you don't have ID Number, you can't access government’s assistances,” said Risma during the ID Number Recording and Atensi Account Opening for Marginalized/Displaced Citizen at the Aneka Bhakti building, Ministry of Social Affairs office, Wednesday (13/01).

A total of 1,600 PPKS will be assisted by providing them access to get out of poverty. "We will process the population data of 100 PPKS every day," she said. For this purpose, the Ministry of Social Affairs is working with Disdukcapil and the Ministry of Home Affairs.

"The distribution of social assistance must be based on clear recipient data otherwise it could lead to some serious problems in the future,” she said.

The Ministry of Social Affairs will also investigate further before determining what types of social assistance the PPKS can receive. "Later, the Ministry of Social Affairs will evaluate them first. What assistance they can receive. Whether the Family Hope Program (PKH), Cash Social Aid (BST) or the Sembako Program. Hopefully this February they can be prioritized to get assistance, "he said.

Risma admitted that helping them to get population documents was not easy because some PPKS do not have documents at all. She is grateful that the managers of the Social Welfare Institution (LKS) are willing to be the guarantor.

"Alhamdulillah, the LKS accompany them as guarantor so that they get ID Numbers," she said. Risma stated that this program was not specific to DKI Jakarta but also for other areas.

"This is not only for DKI Jakarta. We will also carry out the program in other areas later. Especially in areas where there are offices belong to the Ministry of Social Affairs, such as Bandung, Papua and Sulawesi. The Ministry of Social Affairs will do it comprehensively while improving poverty data,” she said.

On the same occasion, Director General of Social Rehabilitation Harry Hikmat stated, the role of LKS as guarantor for marginalized citizens to obtain ID Numbers in accordance with Law 24 of 2013 on Amendments to Law 23 of 2006 on Population Administration and Permendagri (Home Affairs Minister Regulation) No. 16 of 2016 concerning Population Administration Services.

"We can help them issuing new ID numbers and new ID Cards (KTP) but they have to have a clear domicile. The LKS are allowed to be their guarantor. It is important to have a solution," she said.

After acquiring ID Numbers and ID Cards, they can have Family Cards (KK). This opens their opportunity to be included in the Integrated Social Welfare Data (DTKS).

"The results of this recording are to be included in the DTKS whether to be included in the LKS’ proposal or from the regional proposal, "said Harry. Marginalized citizens who already have ID numbers and ID Cards also qualify for banking assistance.
