JAKARTA (5 April 2022) - The Ministry of Social Affairs (MoSA) held a National Coordination Meeting on Efforts to Respect, Protect and Fulfill the Rights of Persons with Disabilities at the Aneka Bhakti Building MoSA, Jakarta.

 

The Minister of Social Affairs represented by the Secretary General, Harry Hikmat, opened officially the event by conveying the achievements of the Indonesian Government in respecting, protecting, and fulfilling the rights of persons with disabilities.

 

"It is important to hold this meeting, so that policies and programs, including their budgets, in efforts to respect, protect and fulfill the rights of persons with disabilities nationally can be carried out among ministries/institutions, including in the regions," explained Harry.

 

He also stated that this coordination meeting was an effort to prepare the big agenda to be implemented in 2022, namely a constructive dialogue with the UN Committee on Persons with Disabilities, namely the UN Committee on The Rights of Persons with Disabilities (CRPD).

 

Then Indonesia will host the Ministerial Meeting of Members of the United Nations - the Economic and Social Commission for Asia and the Pacific (UN-ESCAP) in the context of the Implementation of the 2013-2022 Decade of Persons with Disabilities.

 

Disability is a cross-sectoral issue that includes multi-dimensions such as transportation, communication, health, education, employment, arts/culture, politics, law, and justice.

 

MoSA as the focal point for handling disability issues ensures that these needs can be accommodated so that our brothers and sisters with disabilities can carry out their social functions with no obstacles.

 

Indonesia's achievements and good practices in 2021 are the establishment of a complaint mechanism against the implementation of the Convention on the Rights of Persons with Disabilities, through the National Disability Commission (KND) which has been inaugurated 7 (seven) KND Commissioners by the President on December 1, 2021, at the State Palace.

 

In the field of financial inclusion, in 2021 there will be a 3% increase in the participation of persons with disabilities in the ownership of savings.

 

In the health sector, data on vaccination achievements for persons with disabilities is per September 2021 a total of 207,696 for all of Indonesia.

Inclusive and adaptive social protection such as PKH with Disabilities, as well as ATENSI services assessing based on the needs of persons with disabilities (Year 2021). The percentage of Households with disabilities who have domestic workers with disabilities receiving PKH from 16.35% to 17.85% (an increase of 1.5%). BPNT recipients from 22.73% to 27.23%.

The Ministry of Social Affairs through the Social Rehabilitation Technical Implementation Unit (UPT Rehsos) 2021 has distributed 6,581 units of assistive devices for Persons with Disabilities throughout Indonesia worth IDR 60,468,110,000.

UPT Rehsos in collaboration with Vaccination Organizers in the regions provided vaccines to 1,615 Beneficiaries by the Phala Marta Sukabumi Center, the Wyata Guna Bandung Center, and the Margo Laras Pati Center in 2021.

The data for the RAN HAM (National Action Plan of Human Rights) 2021 for the target of persons with disabilities is 78.5% that have been carried out. Several aspects have been achieved, namely optimizing regulations, accessibility to public facilities including education, places of worship, transportation, health, the justice system, and making and implementing inclusive health roadmaps.

Then legal aid services, fulfillment of quotas for persons with disabilities in the government sector, state-owned/regional and private enterprises, as well as the provision of social assistance for independence and accessibility as well as the right to population administration.

MoSA through the 2021 Social Rehabilitation Assistance Program (ATENSI) provides services with a target of 142,018 beneficiaries. This target consists of orphans, the elderly, people with disabilities, victims of drug abuse as well as persons with social deviance issues, and victims of trafficking in persons.

Accessibility to transportation services, A total of 86 airports, 4 land transportation terminals, 2 train stations, and 2 ports have been accessed for Persons with Disabilities in 2021.

In terms of education, based on the Data from the Ministry of Education in 2021 there will be 25,369 Students with Disabilities, namely the number of school-age persons with disabilities who get education services is estimated at 14%.

Data for workers with disabilities in 2020 shows the number of people with disabilities who have been employed in SOEs in 2020 is 178 (disabled workers) and has met the 2% quota.

Harry hopes that this meeting can strengthen the synergy between institutions and communities with disabilities and work together to prepare a big agenda that will be implemented by the Indonesian government.
