JAKARTA (15 November 2021) - The Ministry of Social Affairs held a National Coordination Team Meeting on Efforts to Respect, Protect and Fulfill the Rights of Persons with Disabilities. The meeting chaired by the Secretary General of the Ministry of Social Affairs, Harry Hikmat representing the Minister of Social Affairs, was held at the Aneka Bhakti Building of the Ministry of Social Affairs, Jakarta.

 

The agenda of this meeting discussed the updating of the 2013-2022 Asia Pacific Decade of Action Reporting on the Agenda for Action and the implementation of the Convention on the Rights of Persons with Disabilities (CRPD) in the CRPD constructive dialogue and ministerial meetings of members of the United Nations Economic and Social Commission for Asia and the Pacific ( UN-ESCAP) in 2022 next year.

 

Within the Ministry of Social Affairs, various arrangements have been made, both programs, human resources, and infrastructure that will support efforts to respect, protect and fulfill the rights of persons with disabilities.

 

“New initiatives have been taken and can be included in the CRPD report. Among them in terms of accessibility, Social Minister Risma asked the Ministry of Social Affairs environment to be accessible to all Persons with Disabilities, including infrastructure facilities in the office spaces of the Ministry of Social Affairs. An example is the provision of accessible toilets for people with disabilities,” said Harry.

 

This provision was also carried out in 41 social rehabilitation centers. All centers are asked to implement multiple services for various persons with disabilities and other clusters such as children, the elderly, victims of drug abuse as well as persons with social deviance issues and trafficking victims. The implementation of this multi-service is through the Social Rehabilitation Assistance (ATENSI) service as stated in the Minister of Social Affairs Regulation Number 7 of 2021.

 

The ATENSI program is an integrated service for persons with disabilities based on family, community, and residential. ATENSI services include the fulfillment of a decent life for persons with disabilities, social care, family support, implementation of therapies ranging from physical to social therapy, assistance, entrepreneurship development, and vocational training and accessibility support.

 

Harry conveyed the message from Social Minister Risma that the Ministry of Social Affairs should be the first and foremost example in providing respect, protection, and fulfillment of the rights of persons with disabilities. Moreover, the Ministry of Social Affairs is an agency that is mandated to coordinate efforts to respect, protect and fulfill the rights of persons with disabilities following Law Number 8 of 2016.

 

Furthermore, Harry revealed that the team had to prepare an action report on the 2013-2022 Asia Pacific disability decade. For Indonesia, this report is very important because it will look at developments in the last 20 years.

“This requires factual evidence and processed data that is trend analysis from year to year. So on this occasion, people who get involved can work hand in hand to ensure developments in at least a decade regarding our joint efforts in respecting, protecting, and fulfilling the rights of persons with disabilities, "said Harry.

The CRPD report and the Asia Pacific decade of disability action report 2013-2022 can be important instruments and materials in conducting constructive dialogue in various international forums, including at the nearest moment, namely the holding of a Ministerial meeting of members of the United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP) in 2022 next year.

Harry revealed that Social Minister Risma wanted to show the work of persons with disabilities in the UN-ESCAP meeting. Starting from works of art, music, and works in making merchandise made by persons with disabilities.
