CIREBON (25 August 2021) – The Ministry of Social Affairs responded quickly to information from the Cirebon District Social Service regarding Deddy Yonathan, a person with a physical disability and hearing-speech disability who lives with his foster guardian in Masmantu Hamlet, Losari Lor Village, Losari District, Cirebon Regency, West Java, and has a crisis caused by the COVID-19 pandemic.

 

The Minister of Social Affairs, Tri Rismaharini specifically gave directions for conducting a needs assessment for Deddy Yonathan and his family.

 

Following up on the directive, 3 (three) Technical Implementation Units belonging to the Ministry of Social Affairs, namely “Inten Suweno” Center in Cibinong, "Budi Dharma" Center in Bekasi and "Melati" Center in Jakarta collaborated to carry out a needs assessment of Deddy Yonathan and his family.

 

The joint team consisting of social workers and social counselors from three Centers then coordinated with the Cirebon Regency Social Service and Disability Assistance Service to obtain complete information about Deddy Yonathan's condition, so that appropriate intervention can be planned in the Social Rehabilitation Assistance (ATENSI) service.

 

Tan Keng Tjo (75 years), Deddy Yonathan's guardian, who is fondly called Jojo, told the team about the conditions experienced by his family.

 

"Jojo is not my biological son. His mother just died last March. This child has no one to take care of, an orphan now. I feel sorry for him, especially since Jojo's grandfather is still my cousin. I invited him to live with me,” said Tan Keng Tjo.

 

Jojo does not yet have an Identity Card (KTP) and Family Card (KK). The team proposed to Jojo's guardians to enter Jojo's data into Tan Keng Tjo's KK in order to facilitate the administration of making KTP, Healthy Indonesia Card (KIS), and submission of Integrated Social Welfare Data (DTKS). The team also requested assistance from the Cirebon Regency Social Service to oversee the process of making Jojo's KK and KTP.

 

Tan Keng Tjo is thinking hard about how to support the 4 people who are currently living with him. In the past, his first child worked in Jakarta and fulfilled the needs of his family's life. However, misfortune befell him. His son died in an accident.

"I'm old. I'm afraid I don't have much time to be with my family. My third child also can't see (blind and intellectual disability). Meanwhile, Jojo is also in this condition. Thank God there are still people who give us help. Although my life is difficult, I don't want to beg. I believe that fortune has been arranged and God will surely love these children,” said Tan Keng Tjo looked at Jojo and his third child, who is also a disabled person.

Based on the physical assessment of Jojo, it was found that Jojo had problems with his mobility. He mostly uses his knees and drags his body to move. The condition of both hands unable to grip.

While in the functional assessment of the hearing level, Jojo still has residual hearing that can be optimized because he still gives a positive response when spoken to. Further examination is needed to determine whether Jojo's hearing loss is caused by a dirty inner ear or other causes.

Jojo has also received social services at the Griya Harapanku Foundation, Cirebon City for 2 years. At the Foundation, Jojo received independent entrepreneurship guidance and was accompanied by an Orthopedic Specialist for his mobility therapy. A special wheelchair and iron legs had been prepared by the Foundation but due to the lack of support from Jojo's biological mother, this assistance was canceled for Jojo.

Tan Keng Tjo's family once received social assistance in the form of 10 kilograms of rice from the Regional Government as an emergency response to the Covid-19 pandemic. Sometimes families also get basic supplies from neighbors and the church.

Secretary of the Cirebon Regency Social Service, Mohammad Thoyib expressed his appreciation to the Ministry of Social Affairs for seeking integrated steps to overcome the crisis facing Tan Keng Tjo's family.

"Thank you to the Minister of Social Affairs for responding so quickly to our information regarding residents affected by the COVID-19 pandemic in the Cirebon Regency area. We have submitted family data as recipients of Non-Cash Food Assistance (BPNT) and proposed DTKS as of July 2021. Hopefully the collaboration of various parties will provide the best benefits for handling vulnerable groups affected by the COVID-19 pandemic, "said Mohammad Thoyib.

The joint team of 3 Centers then reported the results of the needs assessment for Jojo and his family to the leadership. The Center of "Inten Suweno" Cibinong plans to provide ATENSI assistance to Jojo in the form of components of physical therapy and proper living needs.

The "Budi Dharma" Center Bekasi will provide ATENSI assistance in the form of fulfilling nutrition and facilitating access to mentoring for Tan Keng Tjo through the Cirebon Regency Elderly Social Welfare Institution (LKS LU). Meanwhile, “Melati" Center Jakarta made an offer to Jojo to get residential ATENSI services at the Center.
