Social Assistance Disbursement Needs Time to Match with the ID Number

JAKARTA (6 May 2021) - The Ministry of Social Affairs (MoSA) continues to empower the Remote Indigenous Communities (KAT) of the Anak Dalam Tribe (SAD) with social assistance in cooperation with the Regional Government and Community Social Institutions (NGOs).

Social Minister Tri Rismaharini on 11 March 2021 accompanied by the Director General of Population Administration of Ministry of Home Affairs Prof. Zudan, Regional Government, and KKI Warsi (Indonesian Conservation Community) directly visited the location of KAT SAD in Jambi Province.

The result of the evaluation and recommendations of the Corruption Eradication Commission (KPK) is to support transparency, accountability and target accuracy. Therefore, each recipient of social assistance must enter Social Welfare Integrated Data (DTKS) and match the Population Identification Number (NIK).

Regional government has gradually been recording data of every KAT SAD resident in Jambi Province so that every tribe member can get a NIK. The NIK can be used to access various social assistance from the Ministry Social Affairs and other ministries. 

There are a few parties who do not understand the real situation and conditions of the KAT SAD and accusing that the yet distributed assistance packages from MoSA as an act of inconsistency. The fact is that the data recording process takes time. 

The coordinator of the KKI Warsi Communication Division, Sukmareni, stated that MoSA needs time to match social assistance beneficiaries’ data with the NIK. Data recording requires extra effort and energy.

"Recording data requires extra effort because there are still KAT SAD residents living nomadic life. This makes MoSA gives the assistance gradually to those residents who already have NIK," said Sukmareni, Wednesday (5/5/2021).

She admitted, said Sukmareni, there were still problems in recording data, but the MoSA was quick to respond and find solutions so that problems could be resolved immediately.
"We feel that the MoSA has responded quickly when problems occur so that solutions can be found, such as recording, data validation and other problems," said Sukmareni.

For example, it is quite difficult to spell the tribe members’ names. The pronunciations and spellings are often different and could hinder the recording process. 

"During data filling on Population Identity Card (KTP), we found that the pronunciations and spellings of KAT SAD residents’ names are often different. This could complicate the registration process of school admission when the tribe members want to register their children to school. Therefore, a good coordination between Education Office and the Department of Population and Civil Registration is necessary. 

PT Pos Indonesia's Financial Services Technical Director, Charles Sitorus, stated that there are 3 phases of social assistance disbursement during March to April: 27 beneficiaries on 14 March 2021; 2 beneficiaries on 15 March 2021; and 91 beneficiaries on 22 March 2021.

"We have forwarded the data to Regional 3 Palembang, but the fund hasn’t fully disbursed. Therefore, we postpone the distribution for security considerations," said Charles.

Then, on 4 May, he received the KAT SAD data totaling 1,196 KPM and currently they are still undertaking the danom processing and check post activation.

"Meanwhile, the payment will be planned on Friday, 7 May 2021," concluded Charles.
