Position of Social Welfare Institutions in Social Rehabilitation Program Policies

JAKARTA (January 27 2020) - Director General of Social Rehabilitation, Edi Suharto presented the LKS (Social Welfare Institutions) position in the Social Rehabilitation Program Policy on the activities of "Preparation of LKS Accreditation Instruments related to Social Rehabilitation Services for Persons with Social Deviance Issues, People with Disabilities and Children organized by the Center for Professional Development of Social Workers and Social Counselors, Ministry of Social Affairs.

According to the Director General of Social Rehabilitation, LKS should be properly accredited, because as a partner of the government becomes the spearhead of the successful implementation of social welfare.Currently the number of LKS tends to increase, but many of them are in limited resources. Therefore, the Government must appreciate the high participation of the community, but the standards and services of LKS services must be monitored and met.

"Accreditation is one way to improve the quality of LKS service. Accreditation talks about quality, not quantity, so accreditation is done to ensure the quality of service.Accreditation is also to protect the public from abuse," Edi said.

"The core of LKS accreditation is to hold the minimum of which institutions have the correct address, there are signboards, and so on to complete the standards.Simply get a driver's license first," said Edi.Gradually refined the system and its quality.It is better to have detailed data on LKS even if it is small, so that the assistance provided can be reached safely, he said.

"The implication of accreditation is that LKS will be assisted by the Ministry of Health which has been accredited.Accreditation is the primary condition of the beneficiary. Priority accredited A, B, and C," said Edi.LKS that has not been accredited to be given guidance and stability first “It's better to have small number of LKS than but help a lot”, said Edi.

Furthermore Edi conveyed that LKS, which is considered worthy of assistance from the Ministry of Foreign Affairs, should carry out further social rehabilitation.While the LKS is properly accredited, it means that its accreditation must be advanced.This is a change in policy, because Ministry of Social Affairs that will provide the assistance and carry out further social interventions, he explained.

"There has to be a slight change of questionnaire, leading to further rehsos, because it will get help from us.The instrument focuses on advanced social rehabilitation instruments. No more basic social rehabilitation," Edi said.

"The accreditation process needs a definitive reference in order to be standardized and transparent, involving various parties in order to create a social service system that is accountable to the public interest.Accreditation must comprehensively include the feasibility and standards of the program, Human Resources (SDM), organizational management, facilities, and service results.Finally, you need to strengthen accreditation options online so that more LKS are accredited," Edi concluded.

LKS Accreditation Instrument Preparation activities related to Social Rehabilitation Services, People with Disabilities and Children were attended by officials and staff of the Center for Professional Development of Social Workers and Social Counselors – Ministry of Social Affairs, Directorate of Social Rehabilitation Services and KPO, Directorate of Social Rehabilition People with Disabilities, Directorate of Child Social Rehabilition and academics from Bandung Police.
