JAKARTA (April 27th 2020) - Director General of Social Rehabilitation, Harry Hikmat held a coordination meeting for the preparation of the distribution of the president's cash social assistance. This cash assistance will be given to the community including the elderly and people with disabilities outside Jabodetabek who are affected by COVID-19.

The Director General of Poverty Handling, Asep Sasa, said that as many as 9 million beneficiary families (KPM) from 33 provinces will receive presidential cash assistance. This number includes the elderly and people with disabilities.  Social assistance worth IDR 600.000 (six hundred thousand rupiah)/month will be given for 3 months, namely April, May and June 2020.

"Cash social assistance for outside Jabodetabek will be given to 277,464 Beneficiaries (PM)," said the Director General of Social Rehabilitation. The 277,464 PM consisted of 144,569 elderly and 132,895 people with disabilities.

The criteria for cash assistance recipients are the priority of the PM which is included in the Integrated Social Welfare Data (DTKS) belonging to the Ministry of Social Affairs. In addition, recipients of social assistance based on PM suggestions from district/city governments who are not recipients of basic food assistance, social assistance for the Family Hope Program (PKH), recipients of Prakerja cards, non-DTKS by name by address, by Population Identification Number (NIK), and by phone number  .

The distribution of cash social assistance is through the DTKS mechanism as a reference for the target recipients of the cash social assistance program. This DTKS was prepared by the Ministry of Social Affairs Data and Information Center (Pusdatin).  The initial allocation of PM for cash assistance per district / city by the Ministry of Social Affairs.

Then districts / cities send proposals for KPM for cash social assistance to the Ministry of Social Affairs with the approval of the Regent and known to the Governor through the Next Generation Social Welfare Information System (SIKS-NG). Furthermore, the determination of KPM for cash assistance by the Ministry of Social Affairs and the Ministry of Social Affairs provides the cash assistance budget.

The process of distributing cash social assistance is in collaboration with several partners, namely PT. Pos Indonesia, the Association of State-Owned Banks (Himbara) such as BNI, BRI, Mandiri and BTN with the support of local governments.

"Until now, the Ministry of Social Affairs through the Directorate General of Social Rehabilitation has distributed social assistance through several stages," said the Director General of Social Rehabilitation. Phase I, basic food assistance from the logistics warehouse of the Directorate of Social Protection for Natural Disaster Victims (Dit. PSKBA) for 5,200 elderly and 700 people with disabilities.

Then stage II, the Ministry of Social's basic food assistance for 4,673 elderly and 6,839 people with disabilities. In stage III, social assistance from the Center for Social Rehabilitation for the elderly and refocusing the budget for the Center for Social Rehabilitation for Persons with Disabilities for 15,943 persons with disabilities.

Next to stage IV, the President's special basic food and cash assistance for 4,673 elderly and 7,072 people with disabilities will be distributed immediately to 144,569 elderly and 132,895 people with disabilities.

In Phase V, the regular social assistance program LU for 27,460 elderly and PD program for 23,700 people with disabilities will be launched. So total of 192,530 elderly and 187,239 people with disabilities receive social assistance.

To oversee the distribution of social assistance, the Ministry of Social Affairs provides the Ministry of Social Assistance Complaints Service. This service is to provide a space for complaints to people who find problems such as wrong targets, fraud and extortion from irresponsible individuals. The video conference meeting was attended by 79 participants from the Directorate General of Poverty Handling (PFM), the Directorate General of Social Protection and Security (Linjamsos), Directors in the Directorate General of Social Rehabilitation, Heads of Balai Besar / Balai / Loka in the Directorate General of Social Rehabilitation and Head of Division  within the Secretariat of the Directorate General of Social Rehabilitation.
