JAKARTA (30 July 2021) - The Ministry of Social
Affairs is one of the Ministries attending the Talk Show "Improving the
Synergy of Integrated Services to Protect and Fulfill the Rights of Victims and
Witnesses of TIP" in the highlight of the World Day Anti-Trafficking in
Persons.
In this Talk Show, the
Director General of Social Rehabilitation represented by the Director of Social
Rehabilitation of the Persons with Social Deviance Issues & Victims of
Trafficking in Persons, Waskito Budi Kusumo conveyed several efforts made by
the Ministry of Social Affairs in fulfilling the rights of victims and
witnesses of the Crime of Trafficking in Persons (TPPO).
For information, the
five-yearly report of the Task Force for the Prevention and Handling of the
Crime of Trafficking in Persons (GTPP-TPPO) in 2015-2019 showed that there were
2,648 victims of trafficking in persons consisting of 2,319 women and 329 men.
"This figure shows
that TIP cases are increasing and many women are victims, especially during the
Covid-19 pandemic. As stated by the Minister of Women's Empowerment and Child
Protection, Mrs. Bintang, this is an extraordinary crime," said Fatma Ayu
Husnasari, Metro TV presenter as a moderator in Talk Show.
Waskito also confirmed
the statement from the Minister of Women's Empowerment and Child Protection,
Bintang Puspayoga, who stated that TIP is an extraordinary crime, even a crime
that is very difficult to eradicate because almost all countries have
experienced its effects. For this reason, joint efforts are needed to eliminate
TIP.
The Ministry of Social
Affairs seeks to fulfill the rights of victims and witnesses of TIP with social
rehabilitation services. In 2021, the Ministry of Social Affairs has changed
the service paradigm to be multifunctional.
The Ministry of Social Affairs
has social rehabilitation centers that originally provided services based on
social rehabilitation clusters, for example, the Children's Center only handled
children's problems, as well as the elderly, people with disabilities, victims
of drug abuse as well as persons with social deviance issues and victims of
trafficking in persons.
But now the paradigm shift
from service to multifunction has forced 41 social rehabilitation centers to be
able to serve all social rehabilitation clusters, one of which is dealing with
victims of trafficking in persons. "So if initially victims and witnesses
of TIP could only be served by Mulya Jaya Center in Jakarta and 2 Protection
Houses and Trauma Centers (RPTC) in Jakarta and Tanjung Pinang, now they can be
served in 41 centers throughout Indonesia," explained Waskito.
This indicates that service delivery will be wider in
scope and can be responded to quickly. Social rehabilitation services provided
through the Social Rehabilitation Assistance program (ATENSI) prioritize the
needs of victims or witnesses who are termed Beneficiaries.
This ATENSI service is the family, community, and/or residential
(Center) based. A total of 7 ATENSI components can be given to
Beneficiaries, namely support for the fulfillment of a decent life, parenting
care, family support, therapy (physical, psychosocial, mental, and spiritual),
skills/entrepreneurship training, social assistance, and accessibility support.
Determination of the service base and components for
Beneficiaries is through a comprehensive assessment carried out by Social
Workers in the Social Rehabilitation Center.
As a provision of skills, the Ministry of Social
Affairs has also prepared a forum to train beneficiaries, especially in
entrepreneurship, namely the ATENSI Creation Center (SKA). In SKA, there are
various kinds of businesses, ranging from culinary, handicrafts to services
that can be engaged in by the Beneficiaries.
"This ATENSI Creation Center can develop the
interests and talents of the Beneficiaries so that when they return to their
area, they will have the skills for business and be socially and economically
independent," added Waskito.
Waskito also added that the Ministry of Social Affairs
has human resources that are ready to respond quickly in the field, namely
social workers, social instructors, social assistance facilitators, Tagana and
the Rapid Response Team (TRC). These human resources will synergize in the
field, at least at the regional level to be able to reach various social
problems.
Deputy for the Coordination of Quality Improvement for
Children, Women, and Youth at the Coordinating Ministry for Human Development
and Culture, Femmy Eka Kartika Putri, added that the Indonesian government has
committed and taken steps to deal with TIP, one of which is the ratification of
Law (UU) No. 21 of 2007 on the Eradication of TIP, one of which is the mandated
the establishment of the TIP Prevention and Handling Task Force (GTPP-TPPO).
"So far, 32 Provincial Task Forces and 245
Regency/City Task Forces have been formed. Various efforts to prevent the
occurrence of TIP are continuously being carried out, both through dissemination,
education, literacy, and social awareness so that people do not become
victims," said Femmy.
This Talk Show was attended by GTPP-TPPO members at
the central and regional levels, related Ministries/Institutions, TIP observer
organizations and communities, the media, and the general public.
