BOGOR (13 July 2020) – Located at the Ministry of Social Affairs on July 10, 2020, a Memorandum of Understanding (MoU) was signed between the Indonesian Minister of Social Affairs, Juliari P. Batubara and the Head of the National Narcotics Agency (BNN), HeruWinarko on the Prevention and Eradication of the Abuse and Illicit Trafficking of Narcotics (P4GN) and Precursor to Narcotics and Social Rehabilitation. With this agreement, the relationship between the Ministry of Social Affairs and BNN will be closer in carrying out social rehabilitation for Drug Abuse Victims (KPN).

As the first step of the agreement, the Ministry of Social Affairs through the Directorate of he Social Rehabilitation Center for Victims of Drug Abuse (Dit. RSKP NAPZA) conducted a comparative study for all KPN social rehabilitation implementers. The comparative study was carried out for 3 days at the BNN-Lido Rehabilitation Center and the Social Rehabilitation Center for Victims of Drug Abuse (BRSKPN) "GalihPakuan" Bogor, Ministry of Social Affairs.

The aim is to equalize perceptions and exchange information on the management of social rehabilitation services, information systems, Human Resources (HR), facilities and infrastructure, as well as developed programs. In addition, in order to improve employee competence, including the competency test of counselors at the Center. Participants in this activity came from 5 KPN Centers/Workshops including the "Bambu Apus" NAPZA Center in Jakarta, the "GalihPakuan" NAPZA Center in Bogor, the "Satria" BaturradenNAPZACenter, the "Insyaf" NAPZA Center in Medan, and the "PanggurangiNAPZA Workshop"inTakalar. All participants were directly escorted by the Head of Sub-Directorate for Recovery of the RSKPN Directorate, PutiChairida Anwar and his staff.

"Take the beneficial of this comparative study to the fullest, so that the services we provide, especially for beneficiaries (PM) can be even better," said Puti in her speech. On the first day, a brief overview of the services at the BNN-Lido Rehabilitation Center was given by the BNN Deputy for Rehabilitation, Yunis Farida Oktoris, who was accompanied by Head of the BNN Rehabilitation Center, SulistyoPudjo Hartono.

"The services carried out at the BNN-Lido Rehabilitation Center have used a one stop center system or one-stop service. Here medical services and psychosocial services for KPN have been provided," Yunis said.

The activity continued with field visits to the Therapeutic Community (TC) Building and Main Facilities Building. The participants were accompanied by professional staff at the BNN-Lido Rehabilitation Center and were allowed to ask questions and discuss the services and systems running at BNN.

After that, the activity continued with a Forum Group Discussion (FGD) where all participants were divided into 2 groups, namely a group of structural officials and administrative officers, and a group of counselors. The material provided is about the Administration and Management of Rehabilitation Services, BNN Rehabilitation Center Excellence Program, Narcotics Addiction Risk Assessment, and Preparation of Therapy Plans. All materials were delivered by structural officials and practitioners at BNN.

The next day, the learning continued with material on Information Systems and Service Program Equipment at the National Narcotics Agency (BNN) Rehabilitation Center and about  post social rehabilitation services which were then followed by discussions and questions and answers. The material was delivered by the Director of Post-Rehabilitation BNN, Brigadier General Pol. DrBudiyono and his team from the National Narcotics Agency. Meanwhile, the counselors took part in a competency test for addiction counselors which was held directly by the National Narcotics Agency.

The last series of comparative study activities today was visiting BRSKPN "GalihPakuan" in Bogor. All participants were greeted directly by the Head of the Center, Wahidin and all staff. "Yesterday when we visited the BNN-Lido Rehabilitation Center, we were very amazed because the treatment was holistic. We at GalihPakuan and the RSKPN Center were increasingly encouraged to be more creative in improving services so that they were more optimal in dealing with PM," said Wahidin

The visit to the BRSKPN "GalihPakuan" was also attended by a delegation from the National Narcotics Agency, which was led by the Head of Facilitation for the Rehabilitation of Government Agencies based on Prison Health Services and the Deputy for Rehabilitation of the BNN, Harry Nugroho. Directly with all participants, visiting several facilities such as PM Dormitory, Polyclinic, Sport Center, and the opportunity to see the course of PM group counseling activities facilitated by addiction counselors at the center.

The comparative study ends with the making of recommendations and a follow-up plan (RTL) which will be carried out at the respective center. Some of them are regarding the development of information and data system applications in each center, Standard Operating Procedures (SOP) in each Center, the business process of social rehabilitation services for KPN, and infrastructure facilities. It is hoped that all participants will continue to coordinate with each other for the best service for PM.
