JAKARTA (August 13, 2020) - The Indonesian Ministry of Social Affairs through the Directorate General of Social Rehabilitation continues to oversee preparations for the implementation of the Social Rehabilitation Assistance (ATENSI) program at Social Rehabilitation Centers/Workshops, one of which is the "Wyata Guna” Disability Center Bandung.
During the Social Rehabilitation Personnel Capacity Building activity at the "Wyata Guna" Disability Center in Bandung which was held at the Grand Inna Samudra Beach Hotel Sukabumi, the Director General of Social Rehabilitation, Harry Hikmat conveyed several important points regarding the virtual implementation of ATENSI.
Changes in the paradigm of social rehabilitation services that form the basis for the formation of ATENSI, namely realizing integrated social services, reaching all citizens, a comprehensive and standardized system, prioritizing the role of families and communities, services social institutions that are temporary and human resources based on professionalism .
The Director General of Social Rehabilitation said that the role of the family, Social Welfare Institutions (LKS) and Social Rehabilitation Centers became a strategy to reach out more broadly and inclusively. "Beneficiary (PM) does not always have to be brought to the Center," said the Director General of Social Rehabilitation.
However, it is a special note that LKS and Human Resources for Social Workers (Peksos) who play a role must be accredited. The Director General of Social Rehabilitation directs that social workers should receive certification as soon as possible, either from the Professional Development Center or from other accreditation institutions.
"This accreditation is a commitment and quality assurance for the services provided by LKS and existing human resources," added the Director General of Social Rehabilitation.
In the future, Social Rehabilitation Centers and LKS must become a disable center, function as a temporary shelter and even carry out various early interventions such as increasing the capacity of parenting skills and family development sessions (FDS), so that they become a center for family and community services. The practice of social work can also be done at Social Rehabilitation Centers which in the future are committed to increasing professionalism.
"The center is like a hospital that receives referrals for further services," explained the Directorate General of Social Rehabilitation.
It is possible for Social Rehabilitation Centers to provide basic services to the PM when service sources around PM are not available. For example, PM is neglected and there are no LKS in the area, then the Social Rehabilitation Centers can play a role in this condition.
In the future, the Director General of Social Rehabilitation said that there needs to be efforts to prevent neglect and exploitation such as coercion to beg and so on. Education, information and social campaigns to the public can be concrete efforts to prevent this.
On the other hand, it is necessary to strengthen the family. The Family Hope Program (PKH) is part of family support. They were given family reinforcement in the form of cash transfers and basic needs from Non-Cash Food Assistance (BPNT) for PM families.
The Disability Center "Wyata Guna'' Bandung has been in a position tertiary in the continuum of care family and community-based, namely providing care and protection.
"With ATENSI, let's open ourselves to support family intensively, so we don't have to provide services at the Social Rehabilitation Centers, we can work in families with disabilities, either providing basic needs fulfillment services, therapy, skills/entrepreneurship, social care/nurture. as well as family support," said the Director General of Social Rehabilitation.
The Director General of Social Rehabilitation hopes that the 10 provinces that are the reach of the Bandung "Wyata Guna" Disability Center can be handled with family, community and Balai strategies. It could even be more than that range.
The Director General of Social Rehabilitation is also interested in the empowerment efforts carried out at the "Wyata Guna" Bandung Disability Center, one of which is Cafe More, a coffee cafe where the barista is a blind person who is PM Balai.
"If this cafe can be developed, it will not only be opened at the "Wyata Guna" Disability Center in Bandung, but if it is in collaboration with LKS, it can be opened in the area provided by the LKS, but the trainers are from the Center," he concluded.
With this new paradigm, the PM's best interests need to be prioritized. Social workers also need to pay attention not only to their accreditation, but also their number in the field to carry out outreach, family services and other social work practices.
