Ministry of Social Affairs Guard NF Case for Fulfillment of Children's Rights
JAKARTA (May 20, 2020) - Looking at the sad story of NF, a teenager (15 years old) who was the perpetrator of the crime of killing a 5-year-old boy, as well as the victim of sexual violence by her two uncles and her lover. The Ministry of Social Affairs continues to provide assistance and psychological recovery for NF and continues to oversee the judicial process that NF is undergoing.
Since the news of NF emerged (6/3), the Ministry of Social Affairs through the Central Jakarta Social Worker Service Unit (Sakti Peksos) has provided assistance. Officers provide assistance not only to NF, but also to the victim's family.
The Ministry of Social Affairs' efforts continue. The Minister of Social Affairs of the Republic of Indonesia, Juliari P. Batubara accompanied by the Director General of Social Rehabilitation, Harry Hikmat, went directly to the Sawah Besar area of Central Jakarta to see the condition of the victim's family as well as to provide compensation and reinforcement to the victim's family (11/3). The Minister of Social Affairs also visited the victim's house and chatted with the victim's father and brothers. At that time, the victim's mother was not at home. She was responding to a call from the police for questioning.
The next day (12/3), the Director General of Social Rehabilitation accompanied by the Director of Child Social Rehabilitation, Kanya Eka Santi, along with the Chairman of the National Commission for Child Protection (Komnas PA), Arist Merdeka Sirait visited the Kramat Jati Police Hospital to see the condition of NF who was undergoing a physical and psychological examination.
"We are here with the Chairman of Child Protection Commitee (Komnas PA), Arist Merdeka Sirait as a partner of the Ministry of Social Affairs to ensure that the police have made efforts to examine the social psychological condition of NF through the Kramat Jati Police Hospital," said Director General of Social Rehabilitation to the media crew on March 12, 2020.
NF is in good condition. NF was placed in a separate room and given the freedom to pursue her hobby, namely drawing. Then provided some paper and pencil for NF drawing. The results of NF drawings can be used as material for examination, because often NF expresses her thoughts through pictures.
Feeling comfortable, NF asked to stay in the Center. After going through the examination process, NF was referred to the "Handayani" Children's Center Social Welfare Organization Jakarta (21/4) by the police to get social rehabilitation while waiting for the next legal process.
Social Workers (Peksos), Clinical Psychologists and Nurses at the "Handayani" Children's Center in Jakarta began to conduct in-depth assessments to determine the biopsychosocial condition of NF. Social workers and clinical psychologists also coordinate with psychiatrists at the National Police Hospital who previously handled NF to obtain details on the development of NF.
While at the "Handayani" Children's Center in Jakarta, NF's condition has shown a change for the better, physically, psychologically, socially and spiritually. His physical condition looks healthy and has been able to maintain personal hygiene. Socially, NF began to open up with officers to share her problems and feel comfortable in the center. NF even asked to stay at the "Handayani" Children's Center in Jakarta and wanted to take care of the child after birth by herself .
The process continued with case discussions through Focus Group Discussions/FGDs led by the Director General of Social Affairs and involving various parties across Ministries/Institutions (13/5). In this discussion, several NF rights were obtained which will still be fulfilled by the relevant Ministries/Agencies.
Representatives from the Education Office ensured that NF's rights as students would not be denied. Graduation assessment using report cards and portfolio scores is also applied to NF. Likewise, NF's right to obtain health services.
Deputy for Child Protection, Ministry of Women's Empowerment and Child Protection (KPPPA), Nahar said that the right of children in the judicial process is to receive legal assistance. KPPPA has prepared a team of legal advisers for NF in court later.
Commissioner of the Indonesian Child Protection Commission (KPAI), Putu Elvina supports that NF gets social rehabilitation rights after the court decision. This was also agreed by the Deputy Chairperson of the PP Muhammadiyah Community Service Division. The discussion was attended by KPPPA, Central Jakarta Kejari, Bareskrim Polri, Central Jakarta Metro Police, Kramat Jati Police Hospital, KPAI, Komnas PA, LPAI, PP Muhammadiyah, Directorate of Child Social Rehabilitation, "Handayani" Children's Center, Ministry of Law and Human Rights, Department of Social Affairs, Education and Health Offices of DKI Jakarta Province, as well as all heads of Child Social Rehabilitation Centers/Locals, Ministry of Social Affairs.
The handling of NF cases continues. The Director General of Social Rehabilitation visited the Children's Center "Handayani" Jakarta to see the condition of NF as well as monitor the progress of the social rehabilitation process for NF (15/5). On this occasion the Director General of Social Affairs also gave a birthday gift to NF which falls on May 10, 2020. The gift is in the form of a set of drawing tools to support NF's hobbies and skills in drawing. Besides that, there is a painter, Chris Suyanto, after reading the news and seeing NF's pictures and then sending a book on how to learn to paint that he wrote.
Sensitivity to the NF case also came from the General Chair of the Indonesian Child Protection Agency (LPAI), Seto Mulyadi. On May 17, 2020, the Director General of Social Affairs accompanied by the Head of the Jakarta "Handayani" Children's Center, Neneng Heryani welcomed the arrival of Seto Mulyadi with KPPPA's Deputy for Child Protection, Nahar at the "Handayani" Children's Center Jakarta.
This visit is in order to motivate NF to continue to be enthusiastic about living his life. The Director General of Social Rehabilitation will also continue to ensure the protection and assistance of social advocacy, especially in fulfilling the rights and needs of NF as a child.
