MoSA Conveys Indonesia's Achievements in Fulfilling the Rights of Persons with Disabilities
JAKARTA (5 April 2022) – The Ministry of Social Affairs (MoSA) held a Town Hall Meeting on Efforts to Respect, Protect, and Fulfill the Rights of Persons with Disabilities in Jakarta. Representing the Minister of Social Affairs Tri Rismaharini, Secretary-General of MoSA Harry Hikmat was present to open the event.
In his remarks, the Secretary-General said that disability is a cross-sectoral issue that includes transportation, communication, health, education, employment, arts/culture, politics, law, and justice issues.
MoSA, as the leading sector in handling disability issues, ensures that these needs can be accommodated so that persons with disabilities can carry out their social functions without obstacles. "This town hall meeting is carried out to ensure respect, protection, and fulfillment of persons with disabilities’ rights by each relevant ministry and institution," said the Secretary-General (05/04).
"This meeting is important to hold, so that policies and programs, including their budgeting to respect, protect and fulfill the rights of persons with disabilities nationally can be carried out in sync and synergize between ministries/institutions, including in the regions," said Harry.
The meeting was also held to prepare a major agenda to be implemented in 2022, namely a constructive dialogue with the United Nations Committee on the Rights of Persons with Disabilities (CRPD).
Furthermore, the meeting was also held in preparation for Indonesia to host a meeting of the Ministers of Members of the United Nations The Economic and Social Commission for Asia and the Pacific (UN-ESCAP) in the context of the Implementation of a Decade of Persons with Disabilities 2013-2022.
On the other hand, the Secretary-General stated the achievements and practices carried out by Indonesia in 2021, namely the establishment of a complaint-handling system against the implementation of the Convention on the Rights of Persons with Disabilities, through the National Commission for Disabilities (KND) which 7 (seven) KND commissioners were inaugurated by the President on December 1, 2021, in National Palace.
In financial inclusion, there was a 3% increase in the participation of persons with disabilities in the ownership of passbooks in 2021. In the health sector, 207,696 persons with disabilities have been vaccinated as of September 2021.
Inclusive and adaptive social protection such as PKH with Disabilities, and Social Rehabilitation Assistance Program (ATENSI) is assessed based on the needs of persons with disabilities (The year 2021). The percentage of PKH beneficiaries in households with disabled maids has increased from 16.35% to 17.85% and BPNT beneficiaries from 22.73% to 27.23%.
MoSA through the Social Rehabilitation Technical Implementation Unit (UPT Rehsos) during 2021 has distributed 6,581 units of assistance for Persons with Disabilities throughout Indonesia worth IDR 60,468,110,000.
UPT Rehsos in collaboration with Vaccination Organizers in the regions provided vaccines to 1,615 beneficiaries of Sentra Phalamarta Sukabumi, Sentra Wyata Guna Bandung, and Sentra Margolaras Pati in 2021.
The data of the National Human Rights Action Plan in 2021 for the target of persons with disabilities is 78.5%. Several aspects have been achieved, namely optimizing regulations, accessibility to public facilities such as education, places of worship, transportation, health, the justice system, and implementing an inclusive health roadmap.
There are also legal aid services, the employment of persons with disabilities in the government, owned/regional and private businesses sectors, as well as the provision of social assistance for independence and accessibility and population administration.
MoSA through ATENSI provides services with a target of 142,018 beneficiaries. This target consists of orphans, the elderly, persons with disabilities, victims of substance abuse as well as persons with social deviance issues and victims of human trafficking.
Furthermore, transportation services will be more accessible for persons with disabilities in 2021 with a total of 86 airports, 4 land transportation terminals, 2 train stations, and 2 ports.
In terms of education, based on the students' database of The Ministry of Education, Culture, Research, and Technology in 2021 there are 25,369 students with disabilities, and 14% are school-age receive an education.
Data for workers with disabilities in 2020 shows that the number of persons with disabilities employed in SOEs in 2020 is 178 (disabled workers) and has met the 2% quota.
Harry hopes that this meeting can strengthen the synergy between institutions and communities of persons with disabilities and work together to prepare a big agenda that will be implemented by the Indonesian government.
