JAKARTA (12 July 2021) - The Director General of Social Rehabilitation of the Ministry of Social Affairs, Harry Hikmat conveyed the progress of repatriation assistance and empowerment programs prepared for Troubled Indonesian Migrant Workers (PMIB). This was conveyed at the PMIB Empowerment coordination meeting from Malaysia which was held virtually by the Coordinating Ministry for Human Development and Culture (Kemenko PMK).

 

For information, as many as 276 PMIBs out of 7,200 people have been repatriated to Indonesia through 2 phases, the first phase on June 24, 2021, as many as 145 people, and the second phase on June 27, 2021, as many as 131 people. This repatriation process follows strict health protocols by conducting PCR before discharge.

 

The Ministry of Social Affairs is one of the government agencies that assists in the returning home of PMIB. The returning home of PMIB to the area of ​​origin is carried out by several Technical Implementation Units (UPT) of the Ministry of Social Affairs throughout Indonesia.

 

"Yes, the Social Rehabilitation Center belonging to the Ministry of Social Affairs assists to the repatriation of PMIB in collaboration with BP2MI, the Ministry of Industry, elements of related agencies and the Regional Apparatus Work Unit (SKPD)," Harry explained.

 

The Ministry of Social Affairs has mapped the returning home of PMIB to their area of ​​origin. A total of 88 PMIB (by name by address) phase I and II that can be assisted by the Ministry of Social Affairs, namely from Medan as many as 52 people, Mataram 23 people, Palembang 4 people, Makassar 3 people, Jambi 2 people and the rest 1 person each sent home to Kendari, Banjarmasin, Pati and Tanjung Pinang.

 

Then, the Ministry of Social Affairs collects PMIB data through an initial assessment using an online form. In addition, the Ministry of Social Affairs has also accelerated the verification of PMIB data to DTKS through the Data and Information Center (Pusdatin), and accessed it to DTKS following the requirements.

 

The Ministry of Social Affairs proposes that Dukcapil and Immigration can connect in terms of fingerprint and biometric records, Population Identification Numbers (NIK) to be registered on every PMIB passport and simplify registration and updated data in migrating (domestic).

 

Some of the obstacles faced in repatriating PMIB were not finding the NIK of 27 people because they had lived in Malaysia for a long time, about 15 years or more. There is also the problem of PMIB not wanting to report the psychological trauma experienced by 11 people.

Other obstacles are different ID cards and final domicile data, PMIB has different ID card data, final domicile and destination of return, and some do not want to return to their final domicile for various reasons such as being embarrassed, wanting to find work first outside their area so that they can bring home some money for the family.

Harry suggested the establishment of a Working Group (Pokja) in charge of making Standard Operating Procedures (SOPs) to avoid these obstacles. "We need to agree on an SOP for the next PMIB repatriation to avoid these obstacles," suggested Harry.

The PMIB reintegration that has been carried out by the Ministry of Social Affairs includes assistance in social rehabilitation by Social Workers, tracing for those who are hampered by handovers with their families and assistance and facilitation of civil rights for 27 PMIBs who do not have ID cards.

Not only that, the Ministry of Social Affairs also accesses empowerment from various stakeholders, facilitates DTKS and makes handover minutes as documents used for data validation in reintegration and empowerment.

The Ministry of Social Affairs has also prepared a social rehabilitation program that is integrated with social empowerment through the ATENSI Creation Center in several regions in Indonesia, including Pangudi Luhur Bekasi, Kartini Temanggung, Antasena Magelang, Ciungwanara Bogor, Mulya Jaya Jakarta,  Nipotowe in Palu, Paramita in Mataram and Toddopuli in Makassar.

The ATENSI Creation Center is a center for entrepreneurship and vocational development as well as a media for promoting the work of beneficiaries in one area. In this ATENSI Creation Center there are culinary centers, sewing centers, agro-tourism, animal farming, urban farming, laundry, salons, batik, and others.

PMIB can access the nearest ATENSI Creation Center can develop their skills at the ATENSI Creation Center to sell their work. All proceeds from the sale of PMIB's work will be given to PMIB.

Femmy Eka Kartika Putri, Deputy for the Coordination of Quality Improvement for Children, Women and Youth at the Coordinating Ministry for Human Development and Culture, said that this empowerment is an important phase. "This is an important phase because if PMIB is not empowered, they will return abroad illegally," he said.

Femmy also suggested that there should be a coordinator in each region to coordinate empowerment programs in that area.

This virtual coordination meeting was also attended by the Ministry of Cooperatives and SMEs, the Ministry of Villages, the Ministry of Industry, the Indonesian Migrant Workers Protection Agency (BP2MI), the Ministry of Manpower, the Ministry of Home Affairs, National Civil Enterprise Capital Enterprises, and other relevant agencies/institutions.
