JAKARTA (July 1, 2021) - The Director General of Social Rehabilitation of the Ministry of Social Affairs, Harry Hikmat, was a speaker at the Coordination Meeting on the Evaluation of the Handling of Repatriation of Troubled Indonesian Migrant Workers (PMIB) from Malaysia. Harry stated that the collaboration of all parties in this matter was good.

 

"This is proof that the coordination under the Coordinating Ministry for Human Development and Culture (Kemenko PMK) is very good. Communication and action steps from each ministry reinforce each other," said Harry.

 

A total of 276 PMIBs out of 7,200 people have been repatriated to Indonesia through 2 waves, namely the first batch on June 24, 2021 as many as 145 people, and the second batch on June 27, 2021, as many as 131 people. This repatriation process follows strict health protocols by conducting PCR before discharge.

 

The Ministry of Social Affairs in terms of handling PMIB arrivals has done various things, namely conducting initial assessments to map PMIB's livelihood while in Malaysia. There are construction workers, factory workers, duck farmers, gardeners, reforestation, chicken farming, household assistants (ART), and those who have not worked at all.

 

In addition, the Ministry of Social Affairs also provided access to the population data recording facility by the Directorate General of Dukcapil and a second swab test to prepare for repatriation to the region. This effort is a form of collaboration between the Ministry of Social Affairs through the Social Rehabilitation Center and the Protection Houser and Trauma Center Team (RPTC) with the Coordinating Ministry for Human Development and Culture, the Indonesian Migrant Workers Protection Agency (BP2MI), the Ministry of Health, the Directorate General of Civil Registration and Local Government Agencies.

 

Constraints encountered by the Ministry of Social Affairs in handling PMIB repatriation from Malaysia include PMIB identity without a clear address, PMI's poor physical condition, and health, assessment is still general, population data recording, place and time availability, population data on ID cards is different from last domicile and PMIB data with KTP, last domicile, and destination of return are different.

 

Reintegration efforts carried out by the Ministry of Social Affairs are conducting comprehensive assessments by social workers at the Social Service Center and Office, tracing for those who are hampered by handovers with their families, assistance and facilitation of PMIB civil rights and health insurance (PBI) as well as access to job opportunities and access to economic empowerment.

Following the direction of the Minister of Social Affairs, Tri Rismaharini, as many as 41 social rehabilitation centers belonging to the Ministry of Social Affairs, which are multifunctional, are ready to assist the social rehabilitation process to the repatriation of PMIB. These Centers are spread throughout Indonesia.

For example, Budi Luhur Banjarbaru Center which usually handles people with mental disabilities such as People with Mental Disorders (ODGJ), because its services are multifunctional, it also handles PMIB repatriation in collaboration with BP2MI, the Social Service of South Kalimantan Province, the South Kalimantan Provincial Health Office and the Banjarbaru City Social Service.

PMIBs from Malaysia who came from South Kalimantan were picked up and returned to their families who were on Jalan Guntur Harapan RT 34/05, Landasan Ulin District, Banjarbaru City.

"The point is how PMIB can return to the family.

This is the effort of many parties so that they can return and be accepted by their families. We also need to give understanding to the family that this repatriation is the best option. For the social rehabilitation process, the Center will carry out a comprehensive assessment," explained Harry.

Then, the results of a comprehensive assessment will determine whether this PMIB can get social rehabilitation services in the family, in the community (Social Welfare Institution) or at the Center. With the integration of services, PMIB can be provided with economic empowerment provisions.

With this empowerment effort, PMIB can fill the ATENSI Creation Center (SKA) which was developed by the Ministry of Social Affairs as a center for entrepreneurship and vocational development as well as media for promoting the work of beneficiaries in one area.

"So these migrant workers are productive human resources, they have skills that can be developed based on the results of the mapping. So don't hesitate to make sure if they have the skills to participate in filling the ATENSI Creation Center with their work, both in the form of food and handicrafts," said Harry.

The current project, namely the Minister of Social Affairs, is asking the center to make hundreds of thousands of cloth masks that will be distributed to the public. This is an opportunity for PMIB with sewing skills to participate. These masks will be purchased by the Ministry of Social Affairs and the proceeds from the sale will be given to the beneficiaries who participate in making them.

The efforts of the Ministry of Social Affairs have been well received. "This ATENSI program is very good, it's just a matter of how we encourage PMIB to participate in various kinds of economic empowerment, get identity and other services that are capable of increasing their economic level," continued Femmy Eka Kartika Putri, Deputy for Coordination for Quality Improvement of Children, Women, and Youth of Kemenko PMK.

"We think that these 7,200 PMIBs should not be unemployed and not return to their families, let alone return to Malaysia. The efforts of all parties are important in this regard," concluded Harry.

This coordination meeting was also attended by the Heads of the Social Rehabilitation Center of the Ministry of Social Affairs, BP2MI, the Ministry of Manpower, the Ministry of Home Affairs, the Indonesian Embassy for Malaysia, Immigration, and other relevant Ministries/Institutions.
