Services for Beneficiaries Should be Based on Assessment

Jakarta (9 August 2024) - Every intervention and service provided by the Ministry of Social Affairs (MoSA) should be based on the assessment. “Assessment is the entry point for an intervention and services given to the beneficiaries. This has become the foundation of why the services are provided,” said Acting General Director of Social Rehabilitation Pepen Nazaruddin, accompanied by the Head of Handayani Centre, Romal Ulijaya Sinaga, in Jakarta, on Friday (9/8/2024).

The assessment results, said Pepen, should be kept and must not be lost as they are authentic documents that can serve as the basis for the auditor to review how intervention and service are provided.

“The orderliness of data and documents, including receipt and assessment results, is on the minister’s top attention as the responsibility of budget utilization. It should become a culture, not just something that is tidied up when the examiner is about to come,” he said.

With reports and documents on assistance being increasingly well-organized, it will positively impact budget absorption. “I remind all centers that we are now in the second half of 2024. This means that at least 75 percent of the budget should have been absorbed,” he said.

Sentra Handayani holds a strategic position, even though it is still at Echelon III. In addressing social issues, it has reached both national and international levels.

“For example, in handling former terrorist convicts, it has become a reference for other institutions. This proves that the human resources here possess a lex specialis; the only difference compared to foreign countries is that we have not documented many from the service processes provided,” said Pepen.

On this occasion, the Director General of Social Rehabilitation reminded Sentra Handayani to activate the Quick Response Team (TRC) mobile service to address the needs of Social Welfare Service for Persons in Need (PPKS).

“You can assign 2-3 people to patrol with the TRC vehicle around Sentra Handayani to respond to PPKS who are roaming around, given that Jakarta is highly complex in terms of social issues,” he concluded.
