Synchronization of National Data on Persons with Disabilities

JAKARTA (June 17, 2020) - Director General of Social Rehabilitation of the Ministry of Social Affairs, Dr. Ir Harry Hikmat, MSi. led a coordination meeting to synchronize the national data collection of Persons with Disabilities, which was attended by the Director General of Population and Civil Registration of the Ministry of Home Affairs, Prof. Dr. Zudan Arif Fakrulloh and the Director of Poverty Reduction and Social Welfare of Bapennas Maliki Ph.D., Director of Social Rehabilitation for Persons with Disabilities, Ministry of Social Affairs Eva Rahmi Kasim, Dr. Budi Central Bureau of Statistics and Bambang Prido Krido Wibowo Center for Data and Information Ministry of Social Affairs.
The meeting discussed the standardization of concepts / nomenclature in the mechanism of data collection and the implementation of disability data collection in all Ministries / Institutions.
The Director General of Social Rehabilitation stated that an integrated national data collection system is important as a follow-up to the implementation of Law Number 8 of 2016 about Persons with Disabilities which is mandated in articles 117 to 121 about national data and the issuance of Cards for Persons with Disabilities.
In Government Regulation number 70 of 2019 about Planning, Implementation, and Evaluation of Respecting and Fulfilling the Rights of Persons with Disabilities. One of the points is related to the availability of National Data on Disability.
Furthermore, the Director General of Social Affairs stated that currently the Disability data collection is still using various concepts/nomenclatures, as a result the synergy between programs is not optimal. As a result, in terms of social assistance in reducing the risk of the COVID-19 pandemic, some have not been recorded and are not included in the social assistance programs launched by the government. Therefore, the development of a single national data system for persons with disabilities must be carried out and agreed across ministries/agencies.
The Director General of Dukcapil Porf Zudan said that the population registration system is based on a self-reporting system, ie every resident who is newly born, married and dies of the family concerned must report to the Dukcapil office, but there are still many residents with disabilities who have not reported because disabilities have difficulty registering themselves instantly.

He promised to adjust the nomenclature in accordance with Law number 8 of 2016 as requested by the Ministry of Social Affairs in the Letter of the Director General of Social Rehabilitation.
The Director General of Dukcapil added that there is a pick-up and drop-off program for data collection for vulnerable groups including persons with disabilities. Officers come directly to record the population data where it is found/reported.
Meanwhile, the Director of Bapenas Maliki stated that synchronizing this data collection is a medium-term development target, based on the Bapenas study, there are still many people with disabilities, even those who are in the orphanage do not have population identification such as NIK and KTP.
A participant from BPS, Dr Budi said that data collection on disability was already on the agenda in the 2021 Long Term population census. The Ministry of Social Affairs' request for the matching of various disabilities in the long form SP21 instrument will be followed up, including the adoption of a survey instrument for persons with disabilities in the Integrated Social Welfare Data.
The meeting resulted in, among others, synchronizing the data collection system by adjusting the concept of disability in accordance with Law Number 8 of 2016 which is also relevant to the Washington Group concept.
In the short term, the issuance of Cards for Persons with Disabilities will continue by ensuring that the registration system for persons with disabilities is integrated into the population and civil registration system in the local area.
SIKS-NG or the Social Welfare Information System-New Generation managed by the Ministry of Social Affairs will improve the disability data collection system by improving the nomenclature of tuna to disability. Data collection instruments and data collection systems are not only based on households but also accommodate data collection through Social Welfare Agencies (LKS), Centers (Balai), Panti, and Regional Organizations (OPD), including those who live 60% above the poverty line.
In the long term, it is hoped that with an organized disability data collection system, disability policies and program planning will better accommodate the needs and rights of persons with disabilities.
On that occasion, it was also agreed to provide a long-term benefit value to the Card for Persons with Disabilities which will be discussed further with relevant ministries, such as the Ministry of Transportation, Ministry of Education and Culture, Ministry of Health, Ministry of Manpower and related state institutions.
