Through Monitoring and Evaluation Meeting of the Directorate General of Social Rehabilitation, Social Minister Risma Emphasizes Multifunction in the ATENSI Program

JAKARTA (February
25, 2022) - Minister of Social Affairs Tri Rismaharini conveyed several
directions at the Monitoring and Evaluation meeting of the Directorate General
of Social Rehabilitation in January 2022. Social Minister Risma emphasized the
concept of multi-functional services implemented by the Social Rehabilitation
Technical Implementation Unit (UPT) at the Ministry of Social Affairs.
Based on the
Minister of Social Affairs Regulation Number 7 of 2021 on Social Rehabilitation
Assistance, the Social Rehabilitation Technical Implementation Unit (UPT) of
the Ministry of Social Affairs carries out direct multifunctional services.
This means that all
Social Rehabilitation Centers do not only deal with one social problem but all
social problems such as children, the elderly, people with disabilities,
victims of drug abuse, homeless people, beggars to victims of natural
disasters.
"I want to
convey why the concept of the Center is a multifunctional service. We imagine
when a problem occurs in NTT, for example, the problem with ODGJ (persons with
mental disabilities), but cannot serve ODGJ because the nearest Center does not
handle it. Even though we have building facilities, service rooms are empty and
there are human resources, Are we going to leave the ODGJ alone? It doesn't
respond quickly because the Center is not multifunctional? Therefore, I ask the
office to carry out a multi-functional service so that it can handle all social
problems," said Social Minister Risma.

Risma also emphasized that with the existence of multifunctional services, the Center
can respond quickly to victims of natural disasters. Social Rehabilitation
Centers that are spread almost all over Indonesia can function as logistics
warehouses so that when a disaster occurs it doesn't take too long to send
logistics.
This effort was
made considering that previously disaster logistics warehouses only existed at
several points in Indonesia. This multifunctional service facilitates
cross-cluster services in the regions.
Social Minister
Risma invited all her staff to cooperate with each other, "Let's work
together, if we only come and then go home it will not be optimal. We open our
minds so that it is easy to work. No human is perfect but still do our
best", she concluded.
In this monitoring
and evaluation meeting, several issues related to optimizing the distribution
of the ATENSI program were discussed. The Acting Director General of Social
Rehabilitation, Harry Hikmat, emphasized that Centers should optimize the
delivery of aid to beneficiaries, both in terms of quality and quantity.
The
data states that during 2021, the outputs of ATENSI which are summarized are
211,184 beneficiaries who received ATENSI, 93,665 families involved in ATENSI,
4,140 Groups/Communities/LKS that carried out ATENSI, and 7,927 Companions of
ATENSI.
While the results of ATENSI (Outcome) recorded
in 2021 were 172,306 beneficiaries were met with their basic needs, 22,218
beneficiaries had their income by entrepreneurship, 13,933 beneficiaries
had better mobility with ATENSI assistive devices, and 60,702 families were
able to care for the beneficiaries.
Then, the Center must also respond quickly to
various existing social problems, even now the Ministry of Social Affairs is
collaborating with kitabisa.com to raise funds for beneficiaries who need special
facilities to solve their problems, for example, such as medical expenses for
serious illness.
Harry also conveyed a message from the Minister
of Social Affairs Risma so that the Centers began to move again to assemble
assistive devices for people with disabilities. In 2021 as many as 6,581
assistive devices were produced by beneficiaries with disabilities consisting
of 757 units of electric wheelchairs, 354 units of tricycle commercial
motorcycles, 5,420 units of adaptive sticks, and 50 units of water sensors with
visual impairments.
In 2022, each center is expected to have 2
workshops for assembling tools so that the production of accessibility aids for
people with disabilities is more optimal.
Centers that have run the ATENSI Creation Center
are also expected to continue to develop it by promoting and improving the
quality and variety of products, not only the work of the beneficiaries of the Center but also the work of cross-agency centers and beneficiaries of other Ministry
of Social Affairs programs such as PKH, Prokus, and others.
Data on product sales turnover recapitulation in
SKA as of December 31, 2021, shows a total turnover of Rp. 2,822,565,501 with a
profit of Rp. 882,726,773.
Harry also directed the detail centers and
continued to check the realization of each budget, evaluate various obstacles
in the realization and find solutions.
The Monitoring and Evaluation Meeting of the
Directorate General of Social Rehabilitation aims to ensure that the ATENSI
Program can run well in all Social Rehabilitation Centers belonging to the
Ministry of Social Affairs and maximize performance and the realization of the
existing budget.
This meeting was held virtually and was attended
by the Secretary of the Directorate General of Social Rehabilitation Idit
Supriadi Priatna and his staff, the Directors of Social Rehabilitation, and the
Heads of Social Rehabilitation Centers within the Ministry of Social Affairs.
