TEMANGGUNG (July 28, 2020) – Improving services in social rehabilitation for persons with disabilities is a necessity by adapting paradigm changes, Human Resources (HR) capacity and partnerships.
"Every citizen affected by COVID-19 has the right to get basic services, including for people with disabilities," said Director General of Social Rehabilitation, Harry Hikmat at the Business Focus Group Discussion of the Social Rehabilitation Assistance Process for Persons with Disabilities at the Center for Social Rehabilitation of People with Intellectual Disabilities "Kartini" Temanggung, Tuesday (28/7/2020).
At the event, Harry Hikmat was accompanied by Director of Social Rehabilitation for Elderly Andi Hanindito, Director of Social Rehabilitation for Persons with Disabilities Eva Rahmi Kasim, and Acting Head of the Temanggung "Kartini" Center for Disabilities, Langgeng Setiawan. Disability services, said Harry, through the Social Rehabilitation Assistance (ATENSI) not only fulfill basic needs, but also provide therapy, care, and family support services.
"Through ATENSI, which is strengthened by the implementation of family, community, and residential-based social rehabilitation," said Harry.
The new paradigm change makes the central Technical Implementation Unit (UPT) or Social Rehabilitation Center function as a centrelink by focusing on services that are not specialist but open.
"The paradigm shift will begin and early next year it can be implemented at the central UPT and the Center by no longer providing specialist services but being open, such as at the "Kartini" Disability Center in Temanggung not only for one disability but all disabilities can be well served," said Harry .
To support the new paradigm, a one-stop service model is needed, where all services can be carried out in one building supporting by the presence of stakeholders.
“There has been a model like in electronic service, where all complaints and repairs are served at the front office and automatically integrated with the service center at the back office, so there is no need to look elsewhere, just one place, it is very effective and saves time and costs, said Harry.
The existence of a better one-stop service is a one-stop service, so that inter-agency or stakeholder services will be built to solve problems faced by service needs in a comprehensive and not partial way.
"So far, it is acknowledged that this has not materialized, where agencies are busy with their respective affairs so they are not coherent. In fact, there is not even between directorates and that must be changed for an open and better service,” he said.
Learn from other countries that are advanced in public services by performing integrated one stopservices or it could be stronganotherone-stop service that is connected to the system.
“Breakthroughs are important at the central UPT and Centers so that they are connected in a system where there is a front office, back office, as well as being a linkage center through integrated one stop services. For example, in Australia, it is called a disable center which provides counseling, parenting skills and so on,” he said.
In the future, it will be people who work in the one-stop service, as well as providing assistance and problem solving.
In order to have a stronger outreach, the central and regional UPTs can provide services per region, for example West Indonesia, Central Indonesia and East Indonesia.
"I think this is a breakthrough, as for the vocational center for people with disabilities, the coordinator is Cibinong for the Western Indonesia region," concluded Harry.
The Director of Social Rehabilitation for Persons with Disabilities, Eva Rahmi Kasim, in her report, said that the FGD activities were attended by 50 participants from representatives from Center and Social Welfare Agency (LKS) such as from Wonosobo, Blitar and Temanggung.
"The aim of the Focus Group Disccusion (FGD) is to increase the capacity of social rehabilitation services for people with intellectual disabilities, as well as to strengthen and become a service door for centers and service providers," said Eva.
