Upgrading The Security and Data Confidentiality of The Poor, Ministry of Social Affairs Gets Two ISO Certificates

JAKARTA (JUNE 13th, 2023) – Ministry of Social Affairs through Social Welfare Data and Information Center (Pusdatin Kesos) gets two International Standardization Organization (ISO) certificates, which are IAO/IEC 27001:2022 on Data Security Management System and ISO 9001:2005 on Quality Management System.

The achievement is the Ministry’s effort to keep the confidentiality of the beneficiaries’ personal information recorded in Integrated Social Welfare Data (DTKS) and Social Welfare Information System (SIKS). By implementing ISO, the poor’s data can be kept confidential, secured, and cannot be misused.

Minister of Social Affairs, Tri Rismaharini, says that the implementation of ISO 27001 is a suggestion from Tito Karnavian, Minister of Home Affairs, for implementing the international standard data security system. “The Minister of Home Affairs asked us to ISO on data security. Thank God, we started to do it since Januari 2023,” Minister of Social Affairs said in front of the media in Ministry of Social Affairs office in Salemba St. No. 28 on Tuesday, June 13th.

As known, Ministry of Social Affairs DTKS is a user of Population and Civil Registration (dukcapil) data. DTKS is matched with population and civil registration data. This is a form of accountability and DTKS accuracy. “Beneficiaries’ identities should be clear. One wouldn’t be a beneficiary if there’s only name and address in the data. Having a national ID number (NIK) means he/she has a unique identity,” she said.

Data confidentiality management manages authority in accessing DTKS, such as which party is able to access DTKS. Information security becomes Ministry’s concern because DTKS contains the poor/pre-prosperous citizens’ data, including the data of children, elderly, persons with disabilities, victims of disaster and emergency, people who should be protected and in need of social assistance, either for fulfilling basic needs (decent life), social rehabilitation, social empowerment, or social protection and security.

Meanwhile, Ministry of Social Affairs also gets ISO 9001:2015 on Quality Management System for providing DTKS and SIKS services. Data and Information Center has fixed management system for data management in accordance with the ISO standard and is capable of providing representative data.

“I said that we will make an ISO on quality management if needed. We use two ISOs for DTKS security. Thank God, we’ve just received the certificates yesterday,” the Minister said.

The ISOs implementation became Ministry of Social Affairs’ step to guarantee world standardized data availability. However, Minister of Social Affairs admits that there are some obstacles in obtaining accurate data. One of them is the lack of an economically capable citizen’s awareness to quit being a beneficiary. “If the citizens do not mind, then everything is in order. I’ve been called in the middle of the night. The head of the neighbourhood ward was beaten by his people because they don’t want to be graduated from being beneficiaries because they are considered financially capable,” she explained.

Ministry of Social Affairs keeps trying to make the data of the financially capable citizens no longer qualified to be beneficiaries. According to the Minister; 5,6 families are no longer qualified to be beneficiaries.

As known, underprivileged society data collection mechanism is already regulated in The Laws No. 13 of 2011 on Poverty Handling states that the change and registration of underprivileged citizens are submitted by chief of the village to the regent/mayor to governor, then it will be sent to the Minister. However, the citizens are now able to supervise data proposals through suggestion-objection features.
