BANDUNG (January 28, 2023) – In the 2023 program, the Directorate General of Social Rehabilitation will improve services through 31 centers spread throughout Indonesia by optimizing budgets and resources.

"One of the directives from the Minister, regarding a center that is devoted to dealing with victims of drug abuse so that it is not combined and must be separate," said Director General of Social Rehabilitation Pepen Nazaruddin at the opening of the 2023 Program Implementation and Budget Coordination Meeting within the Directorate General of Social Rehabilitation in Bandung, Saturday (28/1/2023).

For this purpose, preparations are needed in terms of the budget and changes to support it, plans, and various obstacles that must be anticipated so that they may not be repeated in 2023.

"It is necessary to understand that the duties of the Directorate General of Social Rehabilitation are increasingly difficult and dynamic. Therefore, preparations are needed from all levels, and what is no less important is not to repeat previous mistakes such as the reporting model and the form of assistance provided," said Pepen.

Centers that will carry out social rehabilitation services for victims of drug abuse must now prepare Work Plans and Budgets for State Ministries/Institutions (RKA-K/L) in line with these changes.

"It is important to change immediately because it is a residential area so the budgeting and activities must be prepared such as Disaster and Emergency Victims (KBK) activities and other supporting activities," he said.

In terms of building facilities and infrastructure, attention needs to be paid, so that beneficiaries don't stay temporarily in the center but have difficulty finding food and livelihoods.

"Also, building facilities must be tall, have CCTV monitoring equipment, have a skills area for certain products, and toilets must not be locked for victims of drug abuse," he said.

Meanwhile, the total budget support for 2023 is IDR 1,228,603,927,000 with a budget composition for the Technical Implementation Unit (UPT) of IDR 871 billion which is divided into 31 centers and a central budget of IDR 356 billion.

Based on the 2022 performance evaluation, all levels of the Director General of Social Rehabilitation including the centers have shown a fast response, especially in handling cases that are indeed not easy.

"One thing that makes me happy as the Director General of Social Rehabilitation because I have seen all of my extraordinary friends working. I thank you and am proud when the Minister of Social Affairs instructed that all quick responses must be maintained in 2023," he said.

On this occasion, the Director General of Social Rehabilitation gave Certificates of Appreciation to 5 centers and 1 directorate for achieving the highest budget realization in 2022, namely First, Antasena Magelang Center; Second, Galih Pakuan Bogor Center; Third, "Insyaf" Center Medan; Fourth, "Dharma Guna" Center Bengkulu; Fifth, "Mulya Jaya" Center Jakarta; and the Children's Social Welfare Directorate.

Also, two certificates of appreciation from the Minister of State Civil Apparatus Empowerment and Bureaucratic Reform for Inten Soeweno Cibinong Integrated Center and Pangudi Luhur Bekasi Integrated Center as the Best Public Service Provider unit for providing Vulnerable Friendly Facilities and Infrastructure.

The Coordination Meeting took place in Bandung for three days from 27-29 January 2023 which was attended by officials in the Directorate General of Social Rehabilitation and Heads of Centers from all over Indonesia.
