Ministry of Social Affairs Asks Applicators to Increase Capacity to Prepare Work Plans
JAKARTA (August 4, 2020) - Applicators at the central and regional levels are asked to increase their knowledge and skills capacity to compile the perfect Ministry/Institution Work Plan and Budget (RKA-K/L) document.
This was conveyed by the Secretary of the Directorate General of Social Protection and Security, MO. Royani, when opening and giving directions at the Activity for Consolidating the Applicator for Planning for Social Protection and Security Programs in Jakarta, Tuesday (4/8).
According to him, the applicator is a strategic component in the preparation of the RKA-K/L, "How important is the role of the applicator in the planning or preparation of the RKA-K/L so that applicators need to increase capacity", said Roni, his nickname, in front of the applicators from head office.
RKA-K/L is a planning and budgeting document that contains the programs and activities of K/L and as an elaboration of the work plan of K/L concerned in one fiscal year and the budget needed to implement it.
As the party responsible for the program, in addition to increasing personal capacity, Roni said, applicators at the central level also have the task of increasing the capacity of applicators in the regions.
"This is done so that the knowledge and skills of all applicators are updated so as to create continuity between the planning and implementing teams," he explained.
Not only that, Roni reminded all applicators who took part in activities, both online and offline, to understand programs across work units, if necessary across Ministries/Institutions.
"Let's increase capacity by understanding other programs, so we don't just dwell on our own programs. This does not include programs outside the Ministry of Social Affairs," he appealed.
He gave an example of the Directorate of Family Social Security program which handles the Family Hope Program (PKH). In PKH, he said, there are components of disability and the elderly associated with the Directorate General of Social Rehabilitation (Rehsos), as well as KPM entrepreneurship related to the Directorate General of Social Empowerment (Dayasos).
"Like PKH, it is clear that you must know the Social Service program because PKH has an elderly component and KPM graduation which is closely related to Dayasos' program, namely entrepreneurship," said Roni
The applicators, he added, try not to just play in their own area. "What we have to recognize are the programs in other work units that are interconnected with our program. When we know something, we usually stop learning," said Roni.
