MoSA & West Java Prov Govt Agree to Move "Wyata Guna" Beneficiaries

JAKARTA (January 16, 2020) - The Ministry of Social Affairs (MoSA) has coordinated with the West Java Provincial Government to solve the problem of 30 people with disabilities who have completed the rehabilitation period.

"I already called the Governor directly to discuss this problem. The Governor stated that he had prepared a home in Cimahi to accommodate 30 Wyata Guna beneficiaries," said Juliari.

The Director General of Social Rehabilitation Edi Suharto, confirm that the "Wyata Guna" Office in Bandung did not expel 30 beneficiaries, but the rehabilitation service period for them had ended.

Edi Suharto explained that currently the hall is in the process of functional revitalization which is a national program to optimize the role of government-owned social rehabilitation centres. The goal is for people with disabilities to be empowered and active after receiving Social Rehabilitation services at the Social Rehabilitation Centre.

"We have a transformation program, changing the status of the centre to a hall. We want this Social Rehabilitation Centre to contribute progressively. So, the footing for our beneficiaries is to be able to develop their social functioning and capabilities, "said Edi.

"One of the consequences of the transformation is the time limit for the beneficiaries in accordance with the stipulated provisions. This is intended so that they can reunite with their families, be independent and take part in the community. This is what we call Inclusion," explained Edi.

Nevertheless, the application of the provisions of returning beneficiaries to the family or to the community is not done immediately. While in the hall, they are given training and services that are holistic, systematic and standardized. So that when they return to society, they can be independent.

Meanwhile Head of the Social Rehabilitation Centre for Persons with Visual Sensory Disabilities "Wyata Guna" Sudarsono explained the polemic that occurred in "Wyata Guna", actually has been processed wisely since 2019. He is even tolerated beneficiaries until July. Where they should have left the hall since June 2019.

"We have persuasively asked for beneficiaries to take the initiative to comply with the provisions. Because, many other people with Visual Sensory Disabilities are lining up to enter the hall and get services," explained Sudarsono.

In addition, on August 12, 2019, the Ministry of Social Affairs and West Java Provincial Government also held a meeting to find a joint solution.

One of the decisions is that the West Java education authorities is committed to building educational facilities with special needs, with the concept of boarding schools that are equipped with dormitories.

West Java Provincial Social Service Agency has also planned the construction of social institutions that serve all people with disabilities including Visual sensory disabilities people. The development of national integrated services is part of the government's commitment to improve services to people with disabilities.

However, Sudarsono regretted that, in the midst of the transition to the West Java Provincial Government Institution, issues that were counterproductive to government corrective measures were raised.

"We sit together, looking for the best solution. We are all children of the nation, it is impossible to negate each other, "he concluded.
