Family Hope Program (PKH)

Family Hope Program (PKH), hereinafter referred to as PKH, is a program of providing conditional social assistance to UnderprivilegedFamilies (KM) which is designated as a family of PKH beneficiaries.

 

As an effort to accelerate poverty reduction, since 2007 the Government of Indonesia has implemented PKH. The Social Protection Program, also known internationally as the Conditional Cash Transfers (CCT), has proven to be quite successful in overcoming poverty faced in these countries, especially the problem of chronic poverty.

 

As a conditional social assistance program, PKH opened access to poor families, especially pregnant women and children, to utilize various health service facilities (Faskes) and educational service facilities (Fasdik) available around them. PKH benefits have also begun to be encouraged to include persons with disabilities and elderly by maintaining the level of social welfare in accordance with the mandate of the constitution and the Indonesian President's Nawacita.

 

Through PKH, Underprivileged Families (KM)  is encouraged to have access to and utilize basic social services in health, education, food and nutrition, care, and assistance, including access to various other social protection programs that are complementary programs in a sustainable manner. PKH is directed to become an epicenter and center of excellence for poverty reduction that synergizes various national social protection and empowerment programs.

 

PKH's big mission to reduce poverty is increasingly prominent considering that the number of underprivileged people in Indonesia until March 2016 was still 10.86% of the total population or 28.01 million people (BPS, 2016). The government has set a poverty reduction target of 7-8% in 2019, as stated in the 2015-2019 RPJMN. PKH is expected to contribute significantly to reducing the number of poor people, reducing the gap (gini ratio) while increasing the Human Development Index (HDI).

 

The results of other studies show that PKH has an impact on changes in household consumption, as in some other CCT implementing countries. PKH has succeeded in increasing the consumption of beneficiary households in Indonesia by 4.8%.

  • ·    In PJP 2010 - 2014 there was an increase in target beneficiaries and PKH budget allocations, exceeding the planning target baseline

    ·         Implementation of PKH in 2016 as many as 6 million poor families with a budget of Rp. 10 trillion

    ·         The number of PKH recipients in 2017 was 6,228,810 families with a budget of Rp. 11.5 Trillion

    ·         The number of PKH recipients in 2018 was 10,000,232 KPM with a budget allocation of Rp. 17.5 trillion

    ·         PKH target recipients in 2019 are 10 million KPM with a budget allocation of Rp. 32.65 Trillion

     

    KPM PKH must be registered and present at the nearest health and education facility. The obligation of KPM PKH in the field of health includes examination of the contents for pregnant women, provision of nutritional intake and immunization as well as weighing the body of children under five and preschool children. While the obligation in the field of education is to register and ensure the presence of PKH family members to the education unit according to the level of elementary and secondary schools. And for the social welfare component, people with disabilities and elderly people start 60 years.

     

    PKH social assistance in 2019 is divided into two types namely Permanent Assistance and Component Assistance, provided with the following conditions:

     

    A. Permanent Assistance for Every Family

     

    1.       Regular: Rp. 550,000 / family / year

    2.       PKH ACCESS: Rp. 1,000,000 / family / year

     

    B. Component Assistance for Everyone in PKH Family

     

    1.       Pregnant women: Rp. 2,400,000

    2.       Toddlers: Rp. 2,400,000

    3.       Primary School: Rp. 900,000

    4.       Middle School: Rp. 1,500,000

    5.       High School: Rp. 2,000,000

    6.       Severe disability: Rp. 2,400,000

    7.       Seniors: Rp. 2,400,000

     

    Component assistance is given a maximum of 4 people in one family.
