Puskesos-SLRT Collaboration Facilitates Community Access to Get Services

JAKARTA (12 August 2021) - The Ministry of Social Affairs encourages the role of the Social Welfare Center (Puskesos) to be part of a one-stop referral service at the village level. Puskesos is a miniature of the Integrated Service and Referral System (SLRT) at the Regency/City level. To bring SLRT services closer to rural communities, Puskesos needs to be established so that residents do not need to travel long distances to the location of the SLRT. This is also as one of the manifestations of the state's presence at village level.
During the pandemic, Puskesos-SLRT managed to show its role as part of the front line in handling the impact of Covid-19, starting from disseminating health protocols, disseminating various social assistance, helping validate data on social assistance recipients, as well as becoming a post for handling social assistance complaints.
“Puskesos-SLRT collaboration is to ensure that all residents who need social welfare services have equal access, including Social Welfare Service Recipient (PPKS)," said Social Minister Tri Rismaharini during her speech as a resource person for the Webinar, "Developing Puskesos-SLRT: Overseeing National Social Protection System Reform,” Thursday (12/8/2021).
The Social Minister delivered an explanation with the title, “The Role of Puskesos-SLRT in Encouraging the Social Welfare of the Indonesian People". The mechanism established by the Puskesos-SLRT allows all stakeholders to be connected to each other in social protection programs that encourage the establishment of integration in terms of data, information and services.
In the future, various social problems cannot be handled by one Ministry/Institution (K/L). All Ministry/Institution must work together and establish synergy, so that problems can be overcome and the resolutions can be accelerated in a comprehensive and integrated manner.
“Various social problems faced by the community are increasingly complex and dynamic, including for PPKS. There is no choice but to increase collaboration, mutual cooperation and synergy among existing K/L. We believe that these problems can be resolved quickly," she said.
In addition, Social Minister stated that the Puskesos–SLRT could also assist in validating the data on social assistance recipients directly. Previously at the Ministry of Social Affairs, data correction had resulted in program errors and became findings by the KPK, BPK, and BPKP regarding the data accuracy.
“At the beginning of my tenure, I analyzed what was wrong with the data accuracy from the findings of the KPK, BPK, and BPKP. It turned out that the poverty database came from many bases. It became a finding due to the large amount of duplicate data. I also tried to resolve the duplicate data problems by using population database," she said.
After merging with the population database, it was finally discovered that there were many double names. From data of 193 million people combined with 155 million people including names, ID numbers and addresses, the result is that there are approximately 21 million doubles and does not match the population data.
“Double data means that there are names which cannot be found in population data. It was decided to put them to sleep last April. Then, we followed up by asking the regional government to propose new data for approximately 1 million 440 thousand people," said the Social Minister.
