JAKARTA (December 10, 2020) - The Director General of Social Rehabilitation of the Indonesian Ministry of Social Affairs, Harry Hikmat, said that effective, efficient, and sustainable breakthroughs were needed to deal with social problems.
Especially for marginalized people such as neglected children and elderly, disabled, victims of human trafficking, and drug victims. This breakthrough was realized through the Social Rehabilitation Assistance Program (ATENSI).
This was stated by Harry, after the National Coordination Meeting for the Evaluation of the 2020 Social Rehabilitation Program, at the El Royale Hotel, Jakarta, Thursday (10/12/2020).
“The things mentioned above are social problems that are not easy to solve. So the social assistance we provide is not gratuitous, but due to their social psychological problems or social dysfunction," said Harry.
Therefore, said Harry, social care is needed, social rehabilitation services, and that particularity will be highlighted in the program that is being rolled out.
Therefore, the idea arises of a differentiation of functions between the central and regional centers.
He said the center was the front line in providing social rehabilitation services.
“The central Center is related to policies, program strategies, service standards, monitoring and evaluation. The Center must provide services, there is no tolerance,” he said.
Even so, Harry emphasized, the solution to social rehabilitation problems is not only based on orphanages. If it can be completed in the family sphere, he judges, it is something good.
In fact, his party encourages Social Welfare Institutions (LKS) to solve social problems in their environment with assistance from the center.
Especially for marginalized people such as neglected children and elderly, disabled, victims of human trafficking, and drug victims. This breakthrough was realized through the Social Rehabilitation Assistance Program (ATENSI).

The outreach was able to exceed the target because so far the handling Social Welfare Services Recipients (PPKS) is family-based, community-based with LKS and residential-based institutions, namely Social Rehabilitation Centers/Houses, "he explained.
On the same occasion, the Inspector General of the Ministry of Social Affairs, Dadang Iskandar, expressed his appreciation for the Social Rehabilitation Assistance (ATENSI) program, which was launched by the Directorate General of Social Rehabilitation of the Ministry of Social Affairs.
“The ATENSI program is a new innovation in terms of the performance of the Directorate General of Social Rehabilitation, both in terms of appearance, infrastructure that will be built or worked on, supporting facilities such as vehicles. Conceptually, what will be done in order to achieve performance, it is only a matter of internalizing it in the future," said Dadang.
The Inspectorate, said Dadang, will oversee the targets to be achieved by the Director General of Social Rehabilitation through the ATENSI program.
He hopes that the concept of the ATENSI program will be maximized and his party will also carry out evaluations and assessments.
"I think the ATENSI program still needs to be perfected by the Directorate General of Social Rehabilitation both at the central and regional levels," he said.
In addition, in terms of supervision, his party will evaluate accountability in terms of finance such as governance of accountability and assets owned.
"We will also see whether the achievement targets of the Directorate General of Social Rehabilitation, such as programs for the elderly, neglected children, drug victims (narcotics, psychotropics, addictive substances), have been achieved. But, based on reports that some have exceeded the target, this is extraordinary and is a success," he said.
Dadang suggested that special research and surveys for social services be carried out by the Directorate General of Social Rehabilitation so that the public could know.
"If it is published, it will be better, the public can find out about the services carried out by the Directorate General of Social Rehabilitation as well as become a means for evaluation," he said.
Regarding budget absorption, said Harry, currently it has reached 87 percent. He hopes that by the end of 2020 budget absorption can increase to 96%.
"The situation of the COVID-19 pandemic has made the center become stuck in providing services because the risk is high. So from 100 percent capacity it can only be filled 50 percent due to social distancing," he said.
