JAKARTA (April 3, 2021) – The government and Commission VIII of the DPR RI are continuing to finalize the discussion on the Draft Law on Disaster Management (RUU PB) which is included in the National Legislation Program (Prolegnas) of the DPR RI.

To finalize RUU PB, the DPR RI Commission VIII Working Committee (Panja) asked the Government Panja to consolidate the position of the DPR RI Commission VIII Panja at the Ministerial/Institution level meeting as a follow-up to the consignment agenda for discussing the DM Bill.

This was conveyed by Deputy Chairman of Commission VIII DPR RI as Chair of the Working Committee, Ace Hasan Syadzily, who led the consignment following differences of opinion between the Working Committee of Commission VIII DPR RI and the Government Committee led by the Director General of Social Protection and Security, Pepen Nazaruddin.

"I, representing the Committee VIII Commission VIII DPR RI, asked the Government Panja to consolidate first at a Ministerial/Institution level meeting so that we can agree, one vote, before moving on to the next discussion," Ace said in Jakarta some time ago.

If in the previous consignment, there were two crucial things that had to be agreed on, namely related to institutions and funding, this time the Committee for Commission VIII DPR RI focused on highlighting one side, namely institutions.

"The attitude in question is strengthening disaster management institutions so that they are explicitly stated in the DIM of the DM Bill," he asked before the Government Working Committee.

Apart from asking the Government Panja to consolidate, Ace said that his party would also do the same thing with members of the DPR RI Commission VIII faction.

"We will also carry out consolidation because the DM Bill is an initiation from Commission VIII DPR RI, so Commission VIII should have persisted in institutional strengthening to be explicitly included in the DIM of the DM Bill," he added.

However, he continued, bearing in mind that the plenary session is scheduled for April 9, which means the timeframe is less than a week and the government consolidation must take place quickly.

"Due to the frequent delayed previous trial and a large number of bills list that need to be discussed by the DPR RI, for example, the Zakat Bill, the Senior Citizens Bill, and other bills, we ask for acceleration from the Government Panja," he warned.

The Panja Commission VIII DPR RI and the Government Panja will again discuss the substance of the DM Bill if there are substantial developments related to disaster management institutions.

The consignment was also attended by the Chairman of Commission VIII DPR RI Yandri Susanto, Vice Chairman H. Marwan Dasopang, and Laksmana Madya. TNI (Purn) Moekhlas Sidik, MPA. Meanwhile the Government Working Committee led by the Director General of Social Protection and Security of the Ministry of Social Affairs, Pepen Nazaruddin, was also attended by Deputy Chairperson Adhy Karyono, as well as related Ministries/Institutions (K/L).

These Ministries/Agencies include the National Disaster Management Agency (BNPB), Meteorology, Climatology and Geophysics Agency (BMKG), Ministry of Home Affairs (Kemendagri), Ministry of Administrative Reform and Bureaucratic Reform (Kemenpan-RB), Coordinating Ministry for Human Development and Culture (Kemenko PMK), Ministry of State Secretary (Kemensesneg), Ministry of PPPA, Ministry of Finance (Kemenkeu).
