JAKARTA (December 15, 2020) - The Ministry of Social Affairs noted that the number of graduate Family Beneficiaries (KPM) for the Family Hope Program (PKH) had exceeded the set target of one million KPM. A total of 1,179,304 KPM PKH have declared their departure from PKH participation in 2020.

"This is data as of November 30, this number has exceeded the predetermined graduation target of 10 percent of the total 10 million KPM PKH. For December, we are still doing the detailed calculations," explained the Director General of Social Protection and Security, Pepen Nazaruddin to the media in Jakarta, Tuesday (15/12).

Of the total KPM graduations, the Ministry of Social Affairs noted that there were two types of graduation that occurred in PKH this year, namely independent graduation (341,773 KPM) and natural graduation (837,531 KPM).

Meanwhile, the provinces with the most PKH KPM graduations are Central Java with 258,989 KPM, East Java with 225,183 KPM, and West Java with 217,184 KPM.

For areas outside Java, Lampung Province was recorded as being in first place with 48,558 KPM. In the second position is occupied by North Sumatra Province with 40,520 KPM and Nangroe Aceh Darussalam (NAD) Province with 35,923 KPM.

“Independent graduates are those who voluntarily resign from PKH assistance recipients. This is usually driven by the KPM economic factor which is starting to improve. Meanwhile, natural graduation is that KPM no longer has a recipient element, for example, those who previously received assistance because there were elements of school children, but along the way, all of their children have finished school," explained Pepen.

Pepen explained that KPM PKH participation that has graduated will be replaced by other poor people. This is to provide protection to poor families who still need government assistance.

"Poor families who previously did not get assistance, then with graduation, they automatically get their turn to become KPM," he added.

To provide a sense of justice in the community, Pepen emphasized that the Ministry of Social Affairs would regulate KPM PKH participation for a maximum of 5 years.

"PKH participants are a maximum of 5 years, after 5 years they must be replaced or graduated. This is to provide opportunities for other poor families who deserve PKH to get their rights," he said.

Meanwhile, the Director of Family Social Security (JSK), Rachmat Koesnadi, admitted that he would follow up on the policy by formulating a target for KPM PKH participation. "We will formulate it as soon as possible so that the principle of justice in PKH can be implemented quickly," he said.

In order to make this happen, said Rachmat, the first step that will be taken by the Ministry of Social Affairs through the Data and Information Center (Pusdatin) for Social Welfare (Kesos) is to improve the data on PKH beneficiaries based on Integrated Social Welfare Data (DTKS).

Rachmat also claimed to have ordered all PKH facilitators to continue to evaluate KPM PKH through Family Capacity Building Meetings (P2K2) in their respective regions.

“In P2K2, KPM PKH are invited to improve their standard of living, both economically and healthily. With the increase in the KPM economy, they are automatically compelled to resign from PKH," added Rachmat.

The more KPMs who resign, the more other poor families can replace getting assistance and get the opportunity to take part in P2K2. This is in line with the government's determination to reduce poverty in Indonesia.

The Ministry of Social Affairs continues to give awards to social assistants who have succeeded in encouraging KPM to withdraw from PKH participation, they must compete to motivate their assisted KPM to be able to improve their lives.
