JAKARTA (January 7, 2021) - The Indonesian Minister of Social Affairs, Tri Rismaharini, accompanied by the Director General of Social Rehabilitation, Harry Hikmat, continues to oversee the outreach of displaced people in Jakarta. He has carried out outreach in several areas since the beginning of his leadership as Minister of Social Affairs.

Until now, 23 displaced people or referred to as Beneficiaries (PM) have been at the "Pangudi Luhur" Training Center Bekasi which is the Technical Implementation Unit (UPT) of the Ministry of Social Affairs. One of them was referred to the Bekasi "Budhi Dharma" Elderly Center because it needed intensive care for the elderly.

A total of 23 PM consists of 8 women and 15 men. On average they make a living as scavengers. They also do not have a permanent residence in Jakarta. There are those who live under the bridge, the Sports Center (GOR), and even wander and are found in several locations such as Pasar Baru, Jalan Thamrin, Manggarai Station and referrals from the Subang Social Office.

There are 2 (two) PMs of child age, one of whom is not in school. He only received Early Childhood Education (PAUD) at the Education Religion Be Entertainment (ERBE) Foundation. Therefore, the Minister of Social Affairs asked the PM's family to stay at the "Pangudi Luhur" Training Center Bekasi and the children who had dropped out of school were planned to be asked to continue their studies around the Center.

At "Pangudi Luhur" Training Center Bekasi, adult PMs (scavengers) will be given entrepreneurial skills such as catfish farming, composting skills, hydroponic plant cultivation and other skills that can provide economic value for PM.

In implementing social rehabilitation by providing entrepreneurial skills for these 23 PMs, the Ministry of Social Affairs cooperates with the Social Welfare Institution (LKS) in DKI Jakarta Province. LKS will help provide entrepreneurship training for these 23 PMs.

While adult PMs gain vocational skills, the Ministry of Social Affairs will send back children who have dropped out of school due to economic constraints. Children will be sent to school around the "Pangudi Luhur" Training Center Bekasi.

The scheme is that PM is given social rehabilitation through the Social Rehabilitation Assistance (ATENSI) program. This program has 7 direct services consisting of support for fulfilling a decent life, social care and/or child care, family support, therapy (physical, psychosocial, mental and spiritual), vocational training and entrepreneurship development, social assistance and social assistance and accessibility support.

The Ministry of Social Affairs also opens access to programs of other Ministries/Institutions to fulfill PM's basic rights. Starting from the right to obtain a resident identity, the right to health to education.

"A number of letters have been signed by the Minister of Social Affairs such as letters to the Directorate General of Population and Civil Registration, Ministry of Home Affairs for recording population data that have not been recorded/not in the domicile where they are located, to the Ministry of Health to get benefits from health insurance (BPJS) to obtain disability aids and the Ministry of Education and Culture for children. Children who have not received the Smart Indonesia Card (KIP)," explained the Director General of Social Rehabilitation, Harry Hikmat.

While PM received the ATENSI program at "Pangudi Luhur" Training Center Bekasi, the Ministry of Social Affairs is also working with the Ministry of Public Works and Public Housing (PUPR) to build Rental Flats (Rusunawa).

It is planned that the Rusunawa will be built in three locations, namely the "Pangudi Luhur" Training Center Bekasi, "Mulya Jaya" Training Center and the Protection House and Trauma Center (RPTC) in Jakarta.

The process of reviewing locations and measuring land for the construction of Rusunawa was carried out by the Ministry of Social Affairs together with the Directorate of Flats, Ministry of PUPR on Wednesday (6/1). The Ministry of PUPR will follow up with the next meeting to discuss other technical matters in the construction of this Rusunawa.

Later this flat will be rented out to PM who is already economically independent from the results of entrepreneurship training at the "Pangudi Luhur" Training Center Bekasi. The rent collected will be managed only for cleaning costs and creating a cooperative for PM who are in Rusunawa.

The Ministry of Social Affairs together with other Ministries/Institutions continues to strive to provide the best services for the Indonesian people, especially social rehabilitation services for neglected and vulnerable residents.

Harry said that the Center in this case does not only provide social rehabilitation and social empowerment services, but must be able to ensure PM can be independent, change ways of thinking, change behavior and be given training as an aftercare provision.
