JAKARTA (February
25, 2022) - Minister of Social Affairs Tri Rismaharini conveyed several
directions at the Monitoring and Evaluation meeting of the Directorate General
of Social Rehabilitation in January 2022. Social Minister Risma emphasized the
concept of multi-functional services implemented by the Social Rehabilitation
Technical Implementation Unit (UPT) at the Ministry of Social Affairs.
Based on the
Minister of Social Affairs Regulation Number 7 of 2021 on Social Rehabilitation
Assistance, the Social Rehabilitation Technical Implementation Unit (UPT) of
the Ministry of Social Affairs carries out direct multifunctional services.
This means that all
Social Rehabilitation Centers do not only deal with one social problem but all
social problems such as children, the elderly, people with disabilities,
victims of drug abuse, homeless people, beggars to victims of natural
disasters.
"I want to
convey why the concept of the Center is a multifunctional service. We imagine
when a problem occurs in NTT, for example, the problem with ODGJ (persons with
mental disabilities), but cannot serve ODGJ because the nearest Center does not
handle it. Even though we have building facilities, service rooms are empty and
there are human resources, Are we going to leave the ODGJ alone? It doesn't
respond quickly because the Center is not multifunctional? Therefore, I ask the
office to carry out a multi-functional service so that it can handle all social
problems," said Social Minister Risma.

Risma also emphasized that with the existence of multifunctional services, the Center
can respond quickly to victims of natural disasters. Social Rehabilitation
Centers that are spread almost all over Indonesia can function as logistics
warehouses so that when a disaster occurs it doesn't take too long to send
logistics.
This effort was
made considering that previously disaster logistics warehouses only existed at
several points in Indonesia. This multifunctional service facilitates
cross-cluster services in the regions.

Risma invited all her staff to cooperate with each other, "Let's work
together, if we only come and then go home it will not be optimal. We open our
minds so that it is easy to work. No human is perfect but still do our
best", she concluded.
In this monitoring
and evaluation meeting, several issues related to optimizing the distribution
of the ATENSI program were discussed. The Acting Director General of Social
Rehabilitation, Harry Hikmat, emphasized that Centers should optimize the
delivery of aid to beneficiaries, both in terms of quality and quantity.
