While distributing aid to flood victims in Katingan Regency, Central Kalimantan, the Minister of Social Affairs, Tri Rismaharini, asked a woman she met. "Do you get social assistance?" asked Risma. The woman said that she had not received social assistance.

The Minister of Social Affairs then called the Head of the Katingan Regency Social Office to immediately propose the name of the woman in order to get help. The Head of Katingan Regency Social Office then replied that the quota provided was not enough. Upon hearing this, Risma questioned the allocation of the intended beneficiaries because there has been no quota allocated in each region. All regions can propose their citizens who are less able to get assistance.
