Accelerating Poverty Handling, The MoSA Ensures Transparent and Accountable Data Management
JAKARTA (May 15, 2023) – The Ministry of Social Affairs has taken concrete action to improve the validity and integrity of poverty data through the Integrated Social Welfare Data (DTKS). Validity and updating of data are the foundation for targeted aid channels.
The Ministry of Social Affairs continues to strive to improve the management and even maintain the transparency of the Integrated Social Welfare Data (DTKS). It was born as a mandate of Law 13 of 2011 concerning Handling the Poor and becomes the only data used for handling the poor, especially social protection for Indonesian citizens.
In his explanation to the media, Acting. Secretary General of the Ministry of Social Affairs Robben Rico stated that the Ministry of Social Affairs ensures that the distribution of social assistance for handling poverty is carried out based on BNBA (By Name By Address) data.
"This is in line with the mandate of Law Number 13 of 2011 of the Ministry of Social Affairs by forming DTKS with the Ministry of Social Affairs as the party responsible for managing its data," said Robben Rico at a Press Conference at the Command Center of the Ministry of Social Affairs, Cawang Kencana, Jakarta.
In terms of data management, the Ministry of Social Affairs collaborates with several agencies ranging from regional governments, related stakeholders, to the entire Indonesian community.
In line with the mandate of Law No. 13/2011, the proposal of data on DTKS is carried out in stages by the regions. "Starting from the sub-district/village forum (muskel/ musdes) followed by ratification by the regional head and then determined by the Minister of Social Affairs," said Head of the Center for Social Welfare Data and Information, Ministry of Social Affairs, Agus Zainal Arifin.
In addition to proposals from regional heads, the Ministry of Social Affairs also opens a special channel for public voices which is opened through the Cekbansos application. Where the public can propose through the "propose" feature or refute (through the "refute" feature) data on social assistance recipients or prospective assistance recipients by providing facts according to the data in field.
"Every proposal (from the community) we give directly to the local government, (and) through the social service can directly see what is proposed by the community, we give 1 month to verify and validate to make a decision to accept or reject," added the Head of the Social Data Center.
Until now, there have been 34,751,911 data corrected by the region, 20,583,192 new proposed data, and 5,517,871 data ineligible for social assistance.
The Ministry of Social Affairs continues to be committed to maintaining and updating the DTKS by determining the DTKS every month, validating and verifying continuously with a find-handle-issue approach, increasing public involvement to make corrections through the propose-refute feature, and increasing public involvement and authorized institutions to supervise through the website cekbansos.kemensos.go.id, SP4N-Lapor!, Jaga Bansos, and Command Center 171.
Through the DTKS, the Ministry of Social Affairs is also trying to pursue the President's target through several programs of the Ministry of Social Affairs.
Robben added that according to the direction and orders of the Minister of Social Affairs, the DTKS is used as a basis for creating an integrated social assistance program that has been implemented in the field.
"Many things have been done to follow up on the President's mandate in terms of handling poverty, through the Integrated Welfare House (RST) program, empowerment programs through the Nusantara Economic Program (PENA), the Food program, and the existing Social Rehabilitation Assistance (ATENSI) program," he added.
Also present at the Press Conference was the Special Advisor of the Minister of Social Affairs for Communication and Mass Media Don Rozano. He added that the mechanism in managing DTKS is carried out as a form of filter control not only from the local government but also from the community, stakeholders, and social assistants throughout Indonesia.
For information, the Ministry of Social Affairs received a data accountability score from the KPK of 98 for the Distribution of Social Assistance and 100 for PBI JKN.
