JAKARTA (14 January 2021) - Commission VIII of the House of Representatives (DPR RI) appreciates MOSA’s with the high realization of the 2020 budget of 97.11%. The Minister of Social Affairs, Tri Rismaharini, confirmed that she would improve the quality of budget absorption in the upcoming years.

"In the future, we will emphasize the quality of absorption. Especially to ensure that assistance can strengthen the economic independence of the beneficiaries. In the future, the Ministry of Social Affairs will strengthen Integrated Social Welfare Data (DTKS)," said the Minister of Social Affairs in a Working Meeting with Commission VIII of the House of Representatives with the agenda of "Evaluating the Implementation of the 2020 State Budget and Discussing Actual Issues and the Solutions "at the House of Representatives, Wednesday (14/01 / 2020).

On this occasion, the Minister explained that the Ministry of Social Affairs budget for the FY 2020 was IDR 134,171,839,274,000 and recorded a realization of IDR 130,300,865,759,231 (97.11%). With a budget of that size, the actual expenditure per post for personnel expenditure was recorded at 88.52%, goods expenditure at 97.99%, capital expenditure at 98.46%, and social assistance at 97.11%.

A number of Commission VIII members expressed their appreciation for this achievement. In the conclusion of the meeting read by Session Chairman Tb Ace Hasan Syadzily, it was revealed that Commission VIII of the House of Representatives understood the realization of the Ministry of Social Affairs budget for the 2020 year.

To improve the target accuracy of cash aid, Risma has instructed PT Pos as the aid provider, to improve the procedures. "I asked PT Pos to complete procedures with taking photos of the recipients. If represented, they have to include a statement letter and have their pictures taken, ”she said.

On this occasion, the Minister also conveyed a number of challenges in the aid distribution. One of them is incomplete data causing social aid failed to distribute. "The unclear data causes the KKS (Prosperous Family Card) not well distributed. Not all regional governments actively verify and validate the data," she said.

Facing this challenge, the Social Minister took a number of steps. She asked the regional governments to check the existing DTKS and to update the data so that the invalid DTKS ID numbers of the Sembako Program and Cash Social Aid can be returned to the regional governments to correct and match with data on the Department of Population and Civil Registration (Dukcapil).

It was also decided to continue giving the naturally graduated PKH beneficiaries the Sembako Program. Meanwhile the independently graduated PKH beneficiaries would no longer receive the Sembako Program.

"We also ask the Higher Education to review poverty criteria. Especially for vulnerable groups (homeless, beggars, scavengers, remote indigenous communities) who do not have a ID numbers/identity card. The Dukcapil will cooperate with the data recording, "he said.

In the Working Meeting with Commission VIII, the Social Minister was accompanied by echelon I and II officials. The meeting was chaired by Tb Ace Hasan Syadzily by obeying the health protocols. Most of the board members attended the meeting at their respective residences via video conference channels.
