Commission VIII DPR-RI Approves MoSA’s Budget according to New Organizational Structure of IDR 78 Trillion
JAKARTA (14 April 2022) - Commission VIII DPR-RI approved the budget reallocation of IDR 48,580,993,500,287 from the ceiling budget of IDR 78,256,327,121,000. Commission VIII also approved the realization of the budget according to the Budget Execution List (DIPA) 2022 of IDR 29,675,333,620,713 (37.92%).
These two essential points came to a conclusion in the meeting between Commission VIll and the Minister of Social Affairs (MoSA), Tri Rismaharini and members in the DPR RI Building (13/04). The meeting entitled "Discussion on the revision of the MoSA’s DIPA 2022 according to Presidential Decree No. 110 of 2021 concerning the Ministry of Social Affairs”, was led by the Chairman of Commission VIll Yandri Susanto and emphasized three points on the agenda that will be jointly monitored.
The first is related to ensuring that employees in two work units, namely the Directorate General of Poverty Handling and the Education, Research and Social Counseling Agency, can continue to serve within the Ministry of Social Affairs.
Second, related to improving the quality of the Integrated Social Welfare Data (DTKS). And ensure that the Uninhabitable House Rehabilitation program (Rutilahu) remains a strategic program of the Ministry of Social Affairs.
The Minister ensured that the employees under the two abolished units would still have a role even if there is a new organizational structure. "They will continue to have a role. It is even bigger," said the Minister.
On the previous occasion, the Minister stated that the companions will be optimized to serve and handle the needs of the beneficiaries.
For example, to ensure services to the elderly, especially those who live without a family. "The companions can later help to serve the dish to fulfill the nutritional needs of the elderly," the Minister conveyed.
MoSA also has systematically, innovatively, and continuously improved the quality of DTKS. This includes the use of satellite-based technology, namely geo-tagging. MoSA is also building a digital-based system, namely the Cek Bansos application that is more participatory and transparent.
During the meeting, a number of council members expressed their appreciation and support for the MoSA's programs and policies. Deputy Chairman of Commission VIII Tb Ace Hasan Syadzily stressed the importance of the Rutilahu program being in MoSA and that there is no duplication in other ministries.
A member of Commission VIII Iskan Qolba Lubis also conveyed the importance of the Rutilahu program. "With this Rutilahu, we can directly and effectively accelerate poverty alleviation," said the member of the Partai Keadilan Sejahtera faction.
Earlier on the same day, MoSA attended a meeting between Commission VIII DPR RI with representatives of the Minister of Law and Human Rights, the Minister of Finance, the Minister of Home Affairs, the Minister of Health, the Ministry of State Apparatus Empowerment and Bureaucracy Reforms, and the Chair of the Indonesian Regional Representative Council (DPD RI) with discussions on the development of the Disaster Management Bill.
In the meeting, Commission VIII of the DPR RI together with DPD RI and the government agreed to hold off the discussion of the Bill on Disaster Management at Level I. However, the Chairman of Commission VIII, Yandri Susanto, said that his party would still open up discussion spaces internally to discuss concepts related to disaster management.
"We agreed to hold off the bill even though Commission VIII still wants to discuss internally to finalize the concepts (related to the Disaster Management Law). If the government has consensus or some kind of understanding, then we can turn this Disaster Management Bill into action and be discussed together," he said.
The Disaster Management Bill contains amendments to Law Number 24 of 2007 concerning on Disaster Management which contains the Problem Inventory List (DIM) related to disaster management institutions and funding arrangements.
MoSA said that although there was no consensus regarding institutions and budgets in the Disaster Management Bill, she would improve disaster management measures.
