Social Affairs Minister Risma Describes Government's Real Steps to Provide Protection and Fulfill the Rights of Persons with Disabilities at the UN Forum

GENEVA, SATURDAY (20/08/2022) - Minister of Social Affairs Tri Rismaharini submitted a progress report on the implementation of policies on the fulfillment of the rights and protection of persons with disabilities (PwD) in the Committee on the Rights of Persons with Disabilities (CRPD) dialogue forum. Representing the Government of Indonesia, Minister of Social Affairs explained various policies and programs that strengthen the fulfillment of the rights of PwD.
Minister of Social Affairs stated that the government's serious steps were evidenced by the 1945 constitution emphasizing the equality of every citizen before the law and the obligation of the state to enforce the law without exception. The government also passed Law no. 8/2016 on Persons with Disabilities. This regulation emphasizes respect for equality before the law, non-discrimination and access to justice.
"This law mandates that persons with disabilities have the right to justice and legal protection, including equality before the law," said Minister of Social Affairs at the 27th Session of the CRPD Dialogue Forum at the Headquarters of the United Nations High Commission for Human Rights (OHCHR), Geneva, Switzerland ( 18/08) afternoon local time.
The CRPD Dialogue Forum continues until today Saturday (20/08). Present in Geneva accompanying Minister of Social Affairs, among others, Special Staff for the President for Social Affairs Angkie Yudistia, Special Staff for the Minister (SKM) for Communication and Mass Media Don Rozano Sigit Prakoeswa, SKM for Social Welfare Services Recipient and Potential Resources for Social Welfare Luhur Budijarso Lulu, Acting Director of Social Rehabilitation for People with Disabilities Salahuddin, and another MoSA's ranks.
In addition, there was also the Chairman of the National Human Rights Commission Taufan Damanik, Commissioner of the National Human Rights Commission Beka Ulung Hapsara, M. In the next presentation, Social Affairs Minister said, the government gave attention in cases of violence against PwD occurred in a number of regions in the country. Ministry of Health provides free legal protection for victims. For trauma recovery, the victim was accompanied by a psychologist until his condition was recovered. "The victim's family is given a simple training on how to deal with their families with disabilities if they have to be treated at home," Social Affairs Minister emphasized.
PwD are also listed as recipients of the Social Assistance of Hope Family Program (PKH) and non-cash food assistance (BPNT). "In 2022, as many as 1,030,204 (935,978 families) with disabilities were listed in integrated data of social welfare (DTKS)," she said. Last year, social assistance had reached 22,500 PwD.
The government also helps poor disabilities, both through cash assistance and food ingredients that will be cooked by a family or neighbors. "Other assistance is in the form of electricity subsidies and health insurance assistance for the poorest," Risma said.
Government assistance reaches up to remote areas. Like MM, a girl who lives in Sitaro, who took care of five adult-aged families. MoSA picked up this family and brought to the city to get better health services.
To increase public attention and support for persons with disabilities, MoSA disseminate the campaign.of "Indonesia Hears", "Indonesia Sees" and "Indonesia Walks". In the "Indonesia Hears" campaign, the government gives hearing aids and also hundreds of smartphone that change the sound into text.
"Indonesia Sees" taken by holding cataract surgery throughout the country. As many as 300 children got this service. The "Indonesia Walks" campaign was carried out by distributing 6,518 (by 2021) and 3,738 (up to June 2022) various devices such as electronic wheelchairs, adaptive blind sticks, modified electric tricycle vehicles, and water sensors for people with visual sensory disabilities.
To improve accessibility and mobility, MoSA has produced 354 units of tricycle (2021), and 60 units of trycycle in 2022. "Many PwD are helped and increase their economic capacity. Like Gading, a child with a double disability that successes selling drinks," she said.
In relation to disaster management, PwD are a priority group for protection. "The protection policy is implemented through the establishment of 1,446 Disaster Resilient Villages and 880 Disaster Preparedness Villages in 34 provinces," said the Minister of Social Affairs.
In order to carry out monitoring, evaluation, advocacy for the implementation of Respect, Protection and Fulfillment of the Rights of PwD, the Government of Indonesia established the National Commission for Disabilities (KND).
KND has been established as one of the National Human Rights Institutions (NHRI), which consists of 7 (seven) Commissioners and has been inaugurated by the President on December 1, 2021.
Social services are further enhanced by establishing a Command Center as a center for the community to complaint about social problems including those faced by PwD. This service is provided 24 hours a day and 7 days a week.
The constructive dialogue at the CRPD forum will last until August 19, 2022. The Government of Indonesia is given the opportunity to answer several questions asked by several countries regarding the fulfillment of the rights of PwD.**
