Minister of Social Affairs Emphasizes MoSA Distributes Social Assistance in the form of Cash-Transfer Only

JAKARTA (April 5th, 2024) – Minister of Social Affairs Tri Rismaharini emphasized that since she became the Minister, there was no longer any distribution of social assistance in the form of foods or goods. Since 2021, the Ministry of Social Affairs (MoSA) has distributed social assistance in the form of cash-transfer only, whether distributed through the State Bank Association (Himbara) or PT Pos.

"For regular social assistance, we use transfers to KPM accounts, 100%, except for distributing aid for case responses. There is no social assistance in the form of goods," said the Minister.

This assertion was conveyed by the Minister in response to questions from Constitutional Court Judge Suhartoyo in the General Election Results Dispute (PHPU) or 2024 Presidential Election dispute which took place at the Constitutional Court Building, Jakarta, Friday (5/4).

At the hearing which was also attended by PHPU Coordinating Minister for Human Development and Culture Muhadjir Effendi, Coordinating Minister for the Economy Airlangga Hartarto, and Minister of Finance Sri Mulyani, Risma explained that social assistance in the form of goods was distributed under special conditions. For example, for people with disabilities, sick beneficiaries who really need assistance in the form of goods, such as basic necessities and personal hygiene equipment.

On the same occasion, Risma also explained there was a policy of distributing social assistance in the form of goods made by the previous Minister of Social Affairs. However, due to the high risk of damage to goods, as well as potential problems from a legal and financial perspective, Risma removed the policy and replaced it with social assistance in the form of cash-transfer.

Minister of Finance Sri Mulyani then added that aid in the form of goods, such as rice, was risky, especially in terms of quality as the quality of the rice distributed to the community could be lower than it should be. Apart from that, it was also risky in terms of delivery. For example, when it was damaged by rainwater during delivery.

"If social assistance is distributed in cash-transfer, it will be easier to monitor, and can stimulate the economy at one point around the house of the social assistance recipient," said her.

Risma also emphasized that the social assistance managed by MoSA would definitely be on target and would be accepted by KPMs as all data on social assistance recipients was neatly stored and updated every month.

"According to the provisions of the law, Integrated Social Welfare Data (DTKS) must be updated every six months. However, since I became the Minister, I have changed the rules. Data must be updated every month so that we can find out more quickly if a KPM dies or changes his/her address," said Risma.

Risma stated that MoSA was always open towards advice from the public regarding social assistance recipients who do not meet the established criteria. MoSA facilitates the public to report these discrepancies through MoSA's Command Center (CC) at 171 which is active 7x24 hours or through the objection proposal feature available on “Cek Bansos” Application.

"For example, if you want to make a complaint, we have CC that is active 24 hours. Someone can report why they did not receive social assistance this month or report that there is someone who should not be entitled to receive social assistance. There is also an objection proposal feature on “Cek Bansos” Application," said her.

Through the application, the public can make a report by including a photo of the house that is not suitable, then officers will check it directly. If it is proven, MoSA will send the data back to the region to be changed through the region.
