JAKARTA (October 21, 2023) - The Ministry of Social Affairs ensures that the documents for three-wheeled motorcycle assistance vehicles, such as Vehicle Number Certificate (STNK) and Motor Vehicle Owner's Book (BPKB) are complete. However, the Ministry of Social Affairs only handed over the three-wheeled motorcycle along with the STNK. The Ministry of Social Affairs keeps the BPKB document as a guarantee that the vehicle is not sold/transferred and as proof of accountability to the BPK during the audit process.

This news was issued to respond to the information circulating regarding the three-wheeled motorcycle assistance in Tulungagung Regency, which was handed over without BPKB.

"This is the policy of the Ministry of Social Affairs. In addition to ensuring that the three-wheeled motorbike is not transferred, the BPKB is also used as evidence during the audit process by BPK," said Plt. Supomo, Head of the Public Relations Bureau of the Ministry of Social Affairs.

Supomo added if the time comes for tax payment or name change, the BPKB will be submitted for the administrative process. After that, it will be stored again by the Ministry of Social Affairs.

This policy is a step by the Ministry of Social Affairs so that assistance is really only used to help beneficiary's mobility and economic activities. That way, the PM is expected to be able to get an optimal and sustainable income from the three-wheeled motorcycle.

For information, the Ministry of Social Affairs, through the Prof. Dr. Soeharso Surakarta Integrated Center, provided three-wheeled motorcycle assistance to a PM named Juwit in Tulungagung on April 14, 2023. The assistance was a follow-up to Juwit's request during Social Minister Tri Rismaharini's visit to Tulungagung Regency.

This modification of three-wheeled motorcycle assistance was provided according to the results of a comprehensive assessment by the Ministry of Social Affairs related to the need to support the business of buying and selling bird cages and crafts from bamboo, as well as geographical conditions and access to Juwit's house.

The Ministry of Social Affairs handed over the three-wheeled motorcycle assistance along with the STNK to Juwit. During the handover, the Ministry of Social Affairs also informed Juwit that the Ministry of Social Affairs would keep the BPKB as a guarantee that the motorcycle would not be sold/transferred. If later needed for tax payments, Juwit can contact the Sentra through the Social Companion of Tulungagung Regency.

On June 14, 2023, the Ministry of Social Affairs conducted a Monitoring and Evaluation (Monev) of Juwit. The motorcycle has not been used because Juwit still needs to be skilled in driving a three-wheeled motorcycle and needs a driving license.

To the Facilitator, Juwit promised to practice using the three-wheeled motorcycle assistance and immediately apply for a driver's license. It is hoped that he will soon be able to support the businesses he runs.

On Wednesday, October 18, 2023, the Ministry of Social Affairs' Prof. Dr. Soeharso Surakarta Integrated Center team, accompanied by the local Hamlet Head, visited Juwit's house. The Ministry of Social Affairs explained that the Ministry of Social Affairs must still keep the BPKB. From the results of this explanation, Juwit has understood and has no problem with this.
