Ministry of Social Affairs' Budget Realization Reaches 98.58 Percent, Commission VIII Appreciates and Strengthens the Support
This

Affairs Tri Rismaharini in a working meeting with Commission VIII DPR RI
in Jakarta, Wednesday (8/2).
"The realization of Ministry of
Social Affairs budget in 2022 is IDR 96.5 trillion or 98.58 percent,"
said Minister of Social Affairs Risma during a working meeting with
Commission VIII DPR RI in Jakarta, Wednesday (8/2).
In 2022,
Ministry of Social Affairs' budget reached IDR 97,928,061,416,000. Good
performance records an absorption of IDR 96,534,397,587,261 or 98.58
percent. In front of Commission VIII DPR RI, the Minister elaborates her
explanation based on four budget items.
The four budget
realization items were personnel expenditures, goods expenditures,
social assistance expenditures, and capital expenditures.
For
employee expenditure posts, IDR 428,746,038,370 or 91.52 percent of the
IDR 468,493,079,000 ceiling was realized. Realization of goods spending
amounted to IDR 4,062,376,304,851 or 96.55 percent of the ceiling of IDR
4,207,499,366,000.
"For social assistance spending, the
realization was IDR 91,884,679,114,935 or 98.71 percent of the ceiling
of IDR 93,086,716,563,000, and capital expenditure of IDR
158,596,129,105 or 99.93 percent of the ceiling of IDR 165,352,408,000,"
said Risma.
Furthermore, the Minister explains that the
realization of social assistance spending was used by three units within
the Ministry of Social Affairs, namely the Directorate General of
Social Rehabilitation (Ditjen Rehsos) of IDR 595.21 billion, the
Directorate General of Social Protection and Security (Ditjen Linjamsos)
of IDR 29.09 trillion, and the Directorate General of Social
Empowerment (Ditjen Dayasos) of IDR 63.23 trillion.
"Social
assistance at the Directorate General of Social Rehabilitation was
allocated for Social Rehabilitation Assistance (ATENSI) with a total of
15,478 units of aids distributed and a realization of IDR 595.21 billion
or 98.83 percent," said the Minister.
Then, Risma added, those
details were special literacy for persons with visual disabilities,
ATENSI for persons with disabilities, food for single disabilities,
ATENSI for victims of disaster emergencies, ATENSI for children, ATENSI
for orphans (Covid-19), ATENSI for orphans (additional budget), ATENSI
for elderly and food for single elderly.
"So, this form of assistance is not only in the form of social assistance, but also case response," she explained.
Meanwhile,
social assistance at the Directorate General of Social Protection and
Social Security, was allocated for social protection programs for
victims of natural disasters, social and non-natural disasters, as well
as the Family Hope Program (PKH) and Integrated Welfare Homes.
"Assistance
for victims of natural disasters who receive emergency response
logistical assistance and social recovery, as well as Psychosocial
Support Services (LDP), the realization is IDR 280.43 billion or 99.24
percent," said her.
Meanwhile, the realization of assistance for
social protection programs for victims of social and non-natural
disasters, Risma said, reached IDR 50.89 billion or 100 percent due to
the Kanjuruhan tragedy in October 2022.
"In this part, we reach
100 percent. Actually, we need more. After Kanjuruhan tragedy, many died
so that the realization more than 100 percent. Yesterday, we asked for
funds from grants," she explained.
For PKH, Risma said there was a
difference in the realization of success which reached IDR 28.7
trillion or 100 percent and the realization of transactions of IDR 28.48
trillion or 99.22 percent.
"We have distributed 100 percent, but
the transaction in the community is 99.22 percent. There is a
possibility that the person died, moved, and so on. So, there is a
difference between the realization of a successful channel and the
realization of transaction," she said.
Assistance for the Directorate General of Social Empowerment program in 2022 was allocated for Non-Cash Food Assistance (BPNT), BLT
cooking oil and BLT BBM, empowering Remote Indigenous Communities, and
Heroes of the Archipelago Economy (PENA).
Risma explained the
reason for the difference between social assistance budget data in 2022
that she presented and that mentioned by the Chairperson of Commission
VIII DPR Ashabul Kahfi of IDR 78 trillion.
"Different from the
data of IDR 78 trillion because there was additional assistance for BLT
cooking oil and BLT BBM in 2022," Risma explained.
For PENA
program, realization had reached IDR 26.68 billion or 52.31 percent of
the ceiling of IDR 51 billion. It happened because the period for the
implementation was at the end of the year.
For this reason, she
asked for support from legislators to ease the Ministry of Social's
steps in pursuing budget realization in subsequent years by not opening
budget hold at the end of the year.
"We routinely hold meetings
with related Ministries/Institutions in order the budget hold is opened
at the beginning of the year. We are now struggling. Therefore, we ask
for support from chair and members of Commission VII DPR RI to
facilitate our steps to go forward," said her.
Responding to
Risma's request, Chair of Commission VIII DPR RI, Ashabul Kahfi, also
supported the Minister’s proposal to encourage the relevant
Ministries/Institutions to open a budget hold at the beginning of the
year in order to ease the process of distributing social assistance.
Furthermore,
he and the legislators also appreciated the programs that have been
carried out consistently by Ministry of Social Affairs in 2022 and will
be continued in 2023.
"We appreciate the Ministry of Social
Affairs’ programs and all the realizations that have been achieved. We
support the steps of Minister of Social Affairs Risma and the Ministry
of Social Affairs to continue to strive for community welfare," he said.
