Rehabilitating the Victims of Serious Human Rights Violation, MoSA Distributes Assistance in Aceh Province

PIDIE (June 27, 2023) - Minister of Social Affairs, Tri Rismaharini, accompanies President of Republic Indonesia, Joko Widodo, in the launching of Implementation Program of non-Judicial Settlement of Serious Human Rights Violation in Indonesia.

At the beginning of January 2023, President Joko Widodo decides that the state will go through a non-Judicial statement focusing on the victims’ rights rehabilitation without ruling out a judicial mechanism.

“Thank God. We are able to start objectifying serious human rights violation rehabilitation in 12 incidents. This also marks a shared commitment to take preventive measures. Therefore, similar incident will not happen again in the future,” Joko Widodo said in Rumoh Geudong yard, Bili Village, Aron Kemukiman area, Glumpang Tiga District, Pidie Regency, Aceh Province.

Implementation Program of non-Judicial Settlement of Serious Human Rights Violation involves 19 ministries/institutions, Ministry of Social Affairs is one of them. The Ministry holds an important rule as stated in President Instruction Number 2 of 2023.

The President instructs Minister of Social Affairs to distribute assistance/or social rehabilitation and gives pension plans for the victims or their heirs, and elderly victims.

Based on the instruction, Ministry of Social Affairs distributes assistance worth IDR 1.253.916.500 in total for the victims/heirs of serious human rights in Aceh Province on Tuesday, June 26.

The assistance consists of Family Hope Program (PKH) assistance for 99 people having index value of IDR 900.000/month for three months. Another assistance is basic food assistance in cash for 106 Family Beneficiaries (KPM) people having index value of IDR 900.000/month for three months.

Social Rehabilitation Assistance (Atensi) is also distributed based on assessment results. The assistance is distributed to 289 beneficiaries (PM) including children, persons with disabilities, and elderly. The assistance consists of basic needs fulfillment including basic food, nutrition, school supplies, and entrepreneurial assistance based on the assessment result of each beneficiary.

That’s not all. Basic food assistance worth IDR 150.000 per package is also distributed to 1.000 people in Aceh Province.

On this occasion, the assistance is symbolically distributed by President of Republic Indonesia to the representation of beneficiaries.

Ministries and Institutions of the state and also monitoring team have already arranged programs and some of them are already done. Aceh Province is chosen to be the start of the realization which is recommended by Human Rights State Laws team based on three things.

First, significant and historical contribution of the people and Aceh Province to Republic of Indonesia Independence. Second, a tribute to tsunami disaster in 2004, and third, as a high tribute to peace process taking place in Aceh.

These three things have strong humanity dimension relevant to fulfilment of the victims’ rights, and prevention which has been done, is still going on, and will be held.

Joko Widodo hopes that this good progress will pave the way for the efforts to heal existing wounds. “I hope it will be the beginning to build a fair, peaceful, and prosperous life which is built on the foundation of protection and respect towards human rights and humanity,” the two-terms president said.

Just before the event, Minister of Social Affairs had time to talk to Hafnidaryani, the parents of Alfian Nur (14), an adaptive wheelchair recipient. The minister reassures that Alfian who is unable to walk since day one will get further treatment. “In order to get better therapy, Alfian can be treated in Prof. Dr. Soeharso Integrated Center,” the Minister said.

Another effort made by Ministry of Social Affairs is giving entrepreneurial support, one of the recipients is Samsul Bahri (36), a beneficiary from North Aceh. He tells a story that he had traumas due to past history. However, he appreciates various government’s efforts to heal his trauma.

“We’ve felt threatened. We feel traumatic from past history. Our wish to the government, we are encouraged by the assistance given. We are grateful for Ministry of Social Affairs’ attention for us to develop the grocery business,” he said after receiving assistance of three-wheeled motorcycle for grocery business.

Head of Presidential Staff Moeldoko, Coordinating Minister for Political, Legal and Security Affairs Mahfud MD, the ministers of Indonesia Onward Cabinet, Commander of the Armed Force, Chief of Indonesian National Police, neighboring countries’ ambassadors, chief representatives of international organizations, Aceh Regional Leader Coordinating Forum, Indonesian Medical Association of North and South Aceh also present in the launching of the program.

Special Advisor to Minister of Social Affairs on Communication and Mass Media, Don Rozano Sigit Prakoeswa, Director General of Social Rehabilitation, Pepen Nazaruddin, Director of Social Rehabilitation for Disaster Victims and Emergencies, Rachmat Koesnadi, Director of Social Protection for Social and Non-Natural Disaster Victims, Mira Riyati Kurniasih, the Head of Insyaf Center in Medan, Iman Imaduddin and the Head of Darussa’adah Center in Aceh, Susi Mulyati also present and accompany Minister of Social Affairs.
