Seriously Fixing the Procurement of Goods and Services, MoSA Collaborates with LKPP to Provide Learning for the Budget Responsible Officers

JAKARTA (February 9, 2023) - Procurement of goods and services is one area of government administration that is prone to corruption. Given this, Minister of Social Affairs Tri Rismaharini invited the Goods and Services Procurement Policy Agency (LKPP) to provide learning for the Budget User Authority (KPA), Commitment Making Officer (PPK), and Treasurer within the Ministry of Social Affairs.

"Please, learn, understand the rules because they are very dynamic. Today with tomorrow, the rules are different," said the Minister at the Aneka Bhakti Building of the Ministry of Social Affairs, Jakarta, Thursday (9/2).

Procurement of goods and services is not new to the Minister of Social Affairs. Before leading the Ministry of Social Affairs, Social Minister Risma had pioneered e-procurement while still civil servant at the Surabaya City Government Office. E-procurement is the purchase of goods / services with electronic media where its application will reduce the interaction between the committee and the vendor and make all purchasing processes more open, and can be easily accessed by bidders. This application, then, became the forerunner of the e-catalog used by LKPP.

According to the Minister, electronic transactions can save up to 30% of the budget so that the funds can be allocated to more important expenditure items. Therefore, the Minister invited her staff to seriously follow the seminar

In addition to budget efficiency, the Minister claimed that improving the goods and services procurement system could minimize acts of corruption that led to criminal threats in the future. "Although, we are no longer in office, but mistakes in procurement are still being pursued. Therefore, we must fix it from now on," she said.

In this activity, there was also a socialization of Presidential Regulation Number 12 of 2021 concerning Procurement of Goods / Services by Deputy for Law and Completion of Refutation of LKPP Setya Budi Arijanta and Director of Catalog System Development of LKPP Yulianto Prihhandoyo. Acting as moderator was Secretary General Harry Hikmat.

Based on the Presidential Instruction, Setya said the procurement of goods and services must be able to increase the use of domestic products, and increase the portion of Micro, Small and Cooperative Enterprises. "At the very least, 40% of the budget value of goods and services expenditure to use products of micro, small, and cooperative enterprises from domestic production," he said quoting Presidential Instruction Number 2 of 2022.

Meanwhile, to improve the procurement of goods and services, the Minister of Social Affairs has issued Minister of Social Affairs Regulation 10 of 2022 concerning the Goods / Services Procurement Work Unit (UKPBJ) within the Ministry of Social Affairs, Minister of Social Affairs Decree Number 118/HUK/2022, concerning the Sectoral Catalog Management Team within the Ministry of Social Affairs, and Minister of Social Affairs Decree Number 261/HUK/2022 concerning the UKPBJ Management Team within the Ministry of Social Affairs.

Also present at the event, Inspector General Dadang Iskandar, Director General of Social Rehabilitation Pepen Nazaruddin, Director General of Social Empowerment, Act. Director General of Social Protection and Security Robben Rico, Echelon II and the Head of Technical Implementation Unit of Ministry of Social Affairs.
