MALANG (8 August 2021) -- Social Minister Tri Rismaharini appreciates and welcomes the efforts of the Malang Police to uncover corruption in social assistance funds. Today, Malang Police announced a case of corruption in the Family Hope Program (PKH) funds by a PKH facilitator.

“I appreciate the steps taken by the Malang Police for uncovering this case. The Ministry of Social Affairs will continue to work closer with law enforcement to crack down on violations and misuse of assistance funds," said the Social Minister (08/08).

This decisive step is also a message to all parties not to take it lightly. "Don't play with the tasks and mandates that have been given. The assistance is given to poor people whose life burdens are heavy, especially during the pandemic. Don't reduce it by violating the law," she said.

The Social Minister stated that the facilitator has no reason to reduce the rights of the beneficiary families (KPM). "The facilitator is already paid a good wage. So there is no reason whatsoever to cut off aid for the poor," said the Social Minister.

The Social Minister continues to encourage other law enforcement officers not to hesitate to act. “Law enforcement officers should not hesitate to carry out their duties. If there is strong evidence, don't hesitate to take action so that there is a deterrent effect," said the Social Minister

Previously, a similar case was disclosed by the Tangerang District Attorney (Kejari) against PKH facilitator. The Tangerang District Attorney's Office has named 2 PKH facilitatorsas suspects.

In today's press conference, the Malang Resort Police named a female PKH facilitator with the initials PT (28) as a suspect in a corruption case of social assistance funds. This resident of Perum Joyogrand, Lowokwaru, Malang City, committed a crime by not giving Prosperous Family Cards (KKS) to around 37 PKH Beneficiary Families (KPM) in Malang Regency.

The details are that 16 KPM have never been given KKS. In addition, 17 KKS remained active even though the KPM have moved or died. While for 4 KKS, the assistance was disbursed, but only half of the funds were given to KPM.

In a press conference, Malang Police Chief AKBP Bagoes Wibisono stated that all social assistance funds controlled by the suspect were mostly spent for her own interests.

“The social assistance funds were used by the suspect to buy laptop, television, printer machine, refrigerator, gas stove and dispenser. Part of it is to pay for the medical expenses of her sick mother,” said Bagoes. In total, there were 37 KPM PKH becoming her victims.

In her confession to investigators, the crime was estimated to take place from the 2017 to 2020 fiscal year. The suspect served as a social facilitator for the Malang Regency from 12 September 2016 to 10 May 2021. The total state loss was estimated at IDR 450 million.

The perpetrator was suspected of violating the Director General of Social Protection and Security Regulation No. 02/3/KP/.05.03/10/2020 on the PKH HR Code of Ethics. The perpetrators were also charged with Article 2 paragraph 1 sub-article 3 sub-article 8 of Law No. 20 of 2001 on the amendment to Law No. 31 of 1999 on the Eradication of Corruption.

The threat is a maximum imprisonment of life or 20 years in prison and a maximum fine of IDR 1 billion.
