JAKARTA (16 November 2020) - Social Minister Juliari P. Batubara commits to strengthen the empowerment of beneficiaries. The beneficiaries of programs such as Family Hope Program (PKH) are expected to be economically independent through social empowerment programs.
For this purpose, the Ministry of Social Affairs disburses social entrepreneurship aid. "Aids for small businesses have been handled by a separate ministry. Therefore, the Ministry of Social's entrepreneurial aid program targets a specific target, the graduated PKH beneficiaries having started a business, "said Minister Juliari in Jakarta, Sunday (11/15/2020).
Social entrepreneurship aid is provided by the Ministry of Social Affairs both in dealing with the impact of the pandemic and as a regular program. This social entrepreneurship program was conveyed by the Social Minister in “Kata Sandi” program broadcasted on a national television station recently.
As part of the social protection program to deal with the impact of the pandemic, the Ministry of Social Affairs provides social entrepreneurship aid to 10,000 graduated PKH beneficiaries whose businesses affected by the pandemic. The aid is worth IDR 500 thousand with the total budget reaches IDR 5 billion as Business Capital Incentive Social Aid (BSIMU).
This aid is expected to help ultra-micro businesses owned by the graduated PKH beneficiaries to continue in the midst of economic difficulties. Later, the selected graduated PKH beneficiaries will receive assistance and business capital incentives social aid of IDR 3.5 million/KPM to further develop their businesses.
"The businesses start-ups managed by graduated PKH beneficiaries are ultra-micro businesses," he said. The graduated PKH beneficiary term refers to those who are still poor and vulnerable but graduated from the program because they cannot meet the required components to stay in the program.
The Social Minister stated that not all people with low income can get business aid from the Ministry of Social Affairs. "We are not looking for new data. We focus on strengthening graduated PKH beneficiaries having micro business start-ups, "said the Minister of Social Affairs.
In 2021, he is determined to attempt for a bigger budget. The Social Minister emphasized that the Ministry of Social Affairs must be able to empower people receiving social aid so that they would stop relying on continuous help. They must be able to be economically independent..
In implementing this social entrepreneurship program, there will be assistance from the District Social Welfare Staff (TKSK). The program facilitators will get training so that they have the competence to be able to direct the graduated PKH beneficiaries.
Family Hope Program (PKH) receives serious attention from the President. Its success depends on the facilitators’ performance. "The Family Hope Program will not be successful without the facilitators’ prime role. The facilitators are at the forefront of the PKH program, "said the Minister.
Director General of Social Empowerment Edi Suharto added that this social entrepreneurship program is made in accordance with an integrated and sustainable program that was created to be sustainable with PKH.
The Ministry of Social Affairs also connects KPM graduated PKH beneficiaries with KUR (People’s Business Credit) from the members of the Association of State-Owned Banks (Himbara). Currently, it has started with the distribution of KUR by BNI. Later, BRI, Bank Mandiri, and BTN will also implement the KUR program.
