INDRAMAYU (24 November 2021) - The Ministry of Social Affairs continues to improve the quality of the Social Welfare Integrated Data (DTKS). Various strategic policies were carried out to ensure that the assistance was right on target, at the right value, and in the right amount.
For this purpose, one of the important policies of the Social Minister Tri Rismaharini is to carry out data updates once a month. This policy also provides an opportunity for regional governments to play an active role in submitting new proposals for beneficiaries.
“Currently, data updating is carried out every month. This is an opportunity for the regional governments to propose new data. I request regional governments to be more active in verifying the social assistance data. Because poverty data verification is indeed the regional authority," said the Minister during her working visit in Indramayu (23/11).
In addition to updating data every month, the Ministry of Social Affairs also uses spatial data geo-tagging technology from satellite imagery. With this technology, it is possible to know the condition of the beneficiaries' houses.
The Minister emphasized that with geo-tagging technology, spatial data from satellite imagery can be photographed from the front of the beneficiaries' houses. "The application of this geo-tagging technology is currently only carried out in urban areas," said the Minister.
Using satellite imagery, the Ministry of Social Affairs can identify the eligibility of beneficiaries. From the results of geo-tagging, the Minister informed that there were 31,624 State Civil Apparatuses (ASN) who received social assistance.
The results the checked data need to be followed up by the government for further verification in accordance with Law Number 13 of 2011 on Poverty Handling. The Minister of Social Affairs stated that there are two types of recipient data, namely primary and secondary, where secondary data belongs to the Ministry of Social Affairs.
“Primary data is owned by the regions. If there are state civil servants (ASN) receiving assistance, we need to get input from the regions," said the Minister.
On the occasion of the data matching session, the Minister highlighted the undistributed assistance. In Majalengka Regency, for example, there are 6,015 Prosperous Family Cards (KKS) that have not been distributed in the July-October period. Also in Majalengka Regency, there were 4,784 undistributed KKS in July-August period.
The Minister stated that the pattern happened in almost all regions. The undistributed KKS were Non-Cash Food Aid (BPNT)/Sembako Card. The Minister asked the Majalengka Regency Government to ensure that beneficiaries receive assistance this week.
"I want it to be clear this week. The distribution of assistance is centralized in the sub-districts within 3 days. The elderly who can't walk or who are sick, I ask them to be escorted, "said the Minister.
The Minister requested that the payments be made in one lump sum and in cash. "It's already November. There's no more time when it's paid for with commodities. So pay cash. As long as there is a KK and KTP, that's enough," said the Minister.
On the same occasion, the Minister handed over assistance to marginalized communities in Indramayu Regency, which consisted of yatim (fatherless), piatu (motherless), and yatim piatu (orphans) as well as people with disabilities, underprivileged residents, and uninhabitable houses (RLTH).
