Improving Service Quality, Juliari Agrees Beneficiaries Stay Period to be Restricted

JAKARTA (January 29, 2020) - Social Minister Juliari P Batubara agreed that the duration of stay of beneficiaries (PM) in the hall must be limited. It is sufficient for us to learn from the case of the Social Rehabilitation hall Wyata Guna Bandung.

Juliari emphasized that the policy of transforming the institutions belonging to the Ministry of Social Affairs into a Social Rehabilitation centre / workshop was intended to improve the quality of services to the social welfare service recipients (PPKS). For Juliari, this policy is in no way to harm PPKS.

 

Juliari explained, Social Minister's Regulation No. 16-20 of 2018 concerning Changes in the Organization and Work Procedure of integrated implementing unit (UPT) Social Rehabilitation five PPKS clusters (Drug Victims, Children, Persons with Disabilities, the Elderly and Social Disabilities-Victims of Trafficking) is a response to the Ministry of Social Affairs policy to strengthen the policy of division of tasks between the central and local governments in implementation of social rehabilitation.

 

Juliari appreciated PROGRES 5.0 as a branding for advanced social rehabilitation. This term is quite easy to remember. In order for PROGRES 5.0 to really be implemented, Juliari provided six steps that must be followed up. First, the PROGRES 5.0 policy should be designed to be adaptive to change. Social Rehabilitation program should not be stiff like chamois. "

 

"The ability of PROGRES to adapt is very important in order to adapt to developments, without having to go out of the grips of the 2020-2024 RPJMN. This is important so that PROGRES can truly be in line with the President's direction and according to the demands of the community, "he said.

 

Second, the implementation of social welfare, including Social Rehabilitation, is the joint responsibility of the Central, Regional and Community Governments (Article 1 paragraph (2) of Law No. 11/2009). "Make sure the three entities can really synergize. Make the right national social rehabilitation platform and ecosystem so that these three national entities can "work together" in serving PPKS in a more complementary way, not overlapping, or even blaming each other, "said Juliari.

 

Third, carry out the obligations of the Central Government as standard-setting for basic and advanced social rehabilitation. This is mandated by Law no. 14 of 2019 on Social Work. The centre also has the obligation to carry out the function of technical guidance and supervision of the social rehabilitation programs implemented by local governments. This is mandated by Government Regulation (PP) No. 12 of 2017 concerning Guidance and Supervision of Local Government Implementation.

 

Fourth, there are many factors that influence a person to become PPKS. It is true that personal factors, such as laziness, for example, affect someone to become PPKS. However, this assumption should not make us turn a blind eye to other factors such as parenting styles and the economic situation of the family.

 

"We have to admit that in a way, the political and economic situation of the country has played a part in influencing it. This means, we need to open a wiser perspective in looking at PPKS problems so that we avoid the attitude of "blaming the victim," only blaming PPKS individuals, "said Juliari.

 

Fifth, do not forget to continue to improve the capacity and competence of social workers and frontliners at UPT. We support them seriously so that they are truly capable as professional helpers, humanitarian workers who can help PPKS effectively.

 

Sixth, in humanitarian actions such as serving PPKS, a very crucial factor is the attitude and actions of the implementer of service leaders. The Ministry of Social Affairs is currently carrying out improvements and reforms on various sides. The most important reforms are leadership from top to bottom.

 

Director General of Social Rehabilitation Edi Suharto added that now and in the future the Ministry of Social Affairs needs more servant leadership, or leadership that serves, not is served. By reorienting this leadership attitude, I hope that every touch of the program we offer to the people can be more beneficial.
