JAKARTA (July 30, 2019) - Termination of service period for beneficiaries is carried out after going through a series of procedures and provisions. Besides referring to applicable regulations, termination also creates equal opportunities for other persons with disabilities who have not been touched by services.
"Termination is an important part in the stage of social rehabilitation as stated in the Republic of Indonesia Government Regulation No. 39 of 2012 concerning the Implementation of Social Welfare," said Minister of Social Affairs Agus Gumiwang Kartasasmita in Jakarta, Tuesday (07/30/2019).
The Minister of Social Affairs’ statement was a response to the meeting between Forum for Rescuing Blind Education and West Java DPRD Commission V, some time ago, related to social rehabilitation services at the Social Rehabilitation Center for People with Blind Sensory Disabilities (BRSPDSN) "Wyata Guna" Bandung.
Besides the termination issue, the Ministry of Social Affairs also responded to the ownership status of the "Wyata Guna" BRSPDSN Bandung assets and future development plans. Explaining further the Minister of Social Affairs statement regarding termination, Director General of Social Rehabilitation Edi Suharto stressed the same thing.
Edi said that aside from referring to the legal provisions, termination was also applied to address the high number of parties requiring services and potential beneficiaries, while the capacity of the social rehabilitation center was limited.
"Beneficiaries who have finished receiving social rehabilitation services (termination), can open up opportunities for the next prospective beneficiaries. Thus, equal opportunities are created to obtain social rehabilitation services, "said Edi.
According to Edi, termination was carried out after going through a series of stages, assessment by Social Workers, and socialization to beneficiaries and families both in the social and by visiting family homes.
Referring to PP No. 39/2012, termination is regulated in Article 7 paragraph (2). It is said that the form of social rehabilitation as referred to in paragraph (1) is carried out in stages: a) initial approach; b) disclosure and understanding of the problem; c. preparation of problem solving plans; d. solution to problem; e. resocialization; f. termination; and g. further guidance.
Edi explained that in 2019, BRSPDSN "Wyata Guna" provided services to 640 people with sensory disabilities who were blind. They consist of In-Service Services which provided services to 175 people per year with service time for six months and Outside Social Rehabilitation Services which provided services to 465 people per year.
BRSPDSN "Wyata Guna" provides social rehabilitation services in 10 provinces namely Lampung, Banten, DKI Jakarta, West Java, Central Java, DI.Yogyakarta, East Java, South Kalimantan, West Kalimantan and East Kalimantan, as stated in Minister of Social Affairs Regulation No. 29 / HUK / 2019 about the Reach of Technical Working Unit Work Area within the Directorate General of Social Rehabilitation.
"The services provided to persons with blind sensory disabilities are physical therapy, mental spiritual therapy, psychosocial therapy, and livelihood therapy. These therapies aim to achieve the capabilities and social capabilities of the beneficiaries,” said Edi.
Assets Owned by the Ministry of Social Affairs
Regarding the status of the assets at the BRSPDSN "Wyata Guna" Bandung, Edi ensured that the assets were in the form of land and buildings on Jalan Pajajaran No. 51 and 52, legally owned by the Ministry of Social Affairs with proof of valid certificates.
"Regarding the existence of the Bandung City Extraordinary School (SLBN) A, the Ministry of Social Affairs has granted borrowing rights based on the Minister of Finance Regulation No. 78/PMK.06/2014 about Procedures for the Usage of Utilization of State Property by not changing the function of social rehabilitation services," said Edi.
According to Edi, this is in accordance with the request of the Bandung City SLBN A Foundation to borrow and use through letter Number 4 of 2019 dated January 18, 2019. "The Provincial Government of West Java subsequently sent a letter requesting land grant of 15,000 m2 with letter Number 032/2942/BKD/07/2019 on July 9, 2019,” said Edi.
The Ministry of Social Affairs responded to the grant application letter with the Response Letter on Land and Building Pajajaran Road No. 51 and 52, with No. 96. MS/C/07/2019 on July 25, 2019.
In the response letter, the Ministry of Social Affairs confirmed that the land and buildings located on Jalan Pajajaran No. 51 and 52 were registered as belonging to the Ministry of Social Affairs.
"In that location, the Ministry of Social Affairs will soon develop an international standard Integrated Disability Social Rehabilitation Center, as a model study place, for handling disabilities for social welfare services throughout Indonesia," said Edi.
In the response letter, the Ministry of Social Affairs also asked the West Java Provincial Government to be able to find a replacement location and move the SLBN A in Bandung.
