Using Population Data to Accurately Target Social Assistance, KPK Appreciates the MoSA
JAKARTA (January 14, 2023) - Minister of Social Affairs Tri Rismaharini received appreciation from the National Corruption Prevention Strategy (Stranas PK) of the Corruption Eradication Commission (KPK). This anti-corruption agency assesses that the Ministry of Social Affairs is taking concrete steps to utilize population data for the effectiveness and efficiency of sectoral policies in 2021-2022.
The appreciation was handed over by the Deputy for Prevention and Monitoring of the Corruption Eradication Commission or the National Strategy Implementation Coordinator PK Pahala Nainggolan at the Ministry of Social Affairs Building, Central Jakarta, Friday (13/1).
Pahala said that the working model of Stranas PK is the realization of an action plan and must be carried out by the ministries registered in the action plan. According to him, of the 76 Ministries/Institutions, the Ministry of Social Affairs is considered to have achieved good corruption prevention action plans by utilizing the Population Identification Number (NIK).
"This is an appreciation for the ministry which actively contributes and is responsive to the action plan. Ministry of Social Affairs action plan is the utilization of NIK. In our opinion, the Ministry of Social Affairs' achievements are good," Pahala said in front of the media.
The event also addresses the issue of inappropriate targeting of social assistance. In June 2022, the Supreme Audit Agency (BPK) found 10,249 beneficiary recipients (KPM) of basic food/BPNT social assistance through the General Legal Administration System (AHU) of the Ministry of Law and Human Rights (Kemenkumham).
On the same occasion, Minister of Social Affairs Risma said that the recipients of social assistance in the Ministry of Law and Human Rights AHU System who were deemed not on target were listed as holding certain directorships or official positions in several companies.
"If you check (the database), those people are poor, some are cleaning services, some are laborers. They are registered as administrators or officials in the company (in the AHU System), but in reality, they are poor," said Risma.
Based on the BPK findings, the Ministry of Social Affairs has disabled the data in question and removed it from the Integrated Social Welfare Data (DTKS).
The disabled data is a follow-up to BPK findings after matching KPM data by name by address (BNBA) of Sembako/BPNT social assistance channel data with data on the Ministry of Law and Human Rights AHU System.
“We decided to give them shock therapy by disabling the data beforehand. If they complain and declare that they are poor, please (do complain) to us, then the data will be evaluated," said Risma.
The Minister of Social Affairs has met with the Minister of Law and Human Rights Yasonna Laoly to discuss this issue so that the data can be checked again. "I ask all parties who provide KPM data to check it in detail and thoroughly before entering it into the AHU System," Risma said.
Moreover, the Minister of Social Affairs also invited Law Enforcement Officials (APH) and universities to discuss the problem in question, "Therefore, everyone learns to be responsible for what they do," said Risma.
Accessible PBI-JKN for People with Mental Disabilities (ODGJ) and People with Disabilities
In line with the appreciation from Stranas PK regarding data to the Ministry of Social Affairs, the existence of DTKS aimed to be a reference for all government programs for poor people, one of which is recipients of National Health Insurance Contribution Assistance (PBI-JKN).
The requirement to join PBI-JKN is a poor or disadvantaged citizen with a matched NIK and data from the Directorate General of Population and Civil Registry (Dukcapil) of the Ministry of Home Affairs (Kemendagri).
On several occasions, Social Affairs Minister Risma said that she would expand the scope for those with disabilities, such as people with disabilities and people with mental disorders (ODGJ) to be included in the DTKS so that they are registered with PBI-JKN. Those who are already on welfare can be encouraged to pay contributions independently.
"Currently, we request data from regions to record data for people with disabilities and ODGJ. We need to do this so those who are needy can bring ODGJ to their families to get treatment in the Public Health Center or hospital. If ODGJ is left untreated, their condition could be dangerous for other people," said Risma.
In 2021, the Ministry of Social Affairs validated (data cleaning) old PBI data by deleting 5,397,068 duplicate data and 1,957,594 deceased people.
Meanwhile, the Minister of Social Affairs has also determined that 24,404,214 new people and 13,418,978 people have had their PBI removed due to death, moving segments, and being ineligible for areas after the PBI-JKN cleansing.
In November 2022, the stipulated PBI-JKN reached the national quota of 96.8 million people. Meanwhile, many regions request additional PBI-JKN allocations for their residents. For this reason, the Minister of Social Affairs let the regions update data.
Pahala Nainggolan appreciated the Minister of Social Affairs' steps. He said that government programs, including subsidies, can be right on target if the DTKS basis is strong. Thus, Pahala also encouraged local governments to update data on the poor people every month.
“Once again, the money (assistance) in good government programs should not be misdirected. One of the strategies is using data in DTKS and collaboration with the Ministry of Home Affairs for NIK. So, let's just use DTKS, while the regions also continue to maintain and update their data," Pahala said.
Service Scheme for Victims of Drug Abuse
At the same time, the Minister of Social Affairs also conveyed changes to regulations regarding the implementation of social rehabilitation tasks, one of which is for Victims of Drug Abuse.
Based on Minister of Social Affairs Regulation No. 1/2022, the institutional development of Mandatory Reporting Recipient Institutions (IPWL) changed from being previously under the Directorate of Social Rehabilitation of Drug Abuse Victims to now being under the authority of the Directorate of Social Rehabilitation of Disaster and Emergency Victims (KBK).
“Thus, we have a new organizational structure with the aim of saving. For example, we deal with victims of drug abuse, there are a lot of them, but not as many as if we deal with poor people. So, in the end, we merge (handling the organizational structure)," said the Minister of Social Affairs.
Meanwhile, Minister of Social Affairs Regulation No. 7/2022, ATENSI services mandate a multi-service method, namely responding to various social problems that require immediate and urgent treatment to be served.
By these regulations, said Risma, the Ministry of Social Affairs then carried out a review, both from institutional aspects, human resources, and also the assistance scheme for KP Drugs.
"There are those who deal with drugs, those who deal with problematic migrant workers, then there are those who deal with abuse. With Minister of Social Affairs Regulation No. 7/2022 on ATENSI Services, we mandate multi-services in the centers," explained the Minister of Social Affairs.
Another important matter, said Risma, is reviewing the management of aid for IPWL. As a result of the BPK inspection, it was found that there was non-compliance with the management of aid for IPWL. "This is certainly a reason for us to continue improving supervision and guidance," said Risma.
Institutionally, the Ministry of Social Affairs will also carefully and thoroughly examine the application for the designation of a Social Welfare Institution (LKS) as IPWL, guided by Government Regulation Number 25 of 2011.
For LKS that have been designated as IPWL, the Ministry of Social Affairs will continue to evaluate, develop, and supervise the quality of its services together with the National Narcotics Board (BNN) and related agencies.
Until 2021, the total ATENSI Drug assistance that has been disbursed is IDR42,841,040,000. Meanwhile, ATENSI assistance for drugs and persons with HIV/AIDS in 2022 is IDR36,194,012,000.
