JAKARTA (January 8, 2021) - The Indonesian Minister of Social Affairs, Tri Rismaharini, continues to conduct outreach to displaced residents in Jakarta. He has conducted outreach in several areas since the beginning of his leadership as Minister of Social Affairs. Risma used to do the hands-on operation (blusukan) long before becoming Mayor. Many things must be done after picking up displaced residents, not only concrete solutions individually for displaced or marginalized residents, but strategic steps to fulfill the basic rights of members of the community who have been marginalized so far.
Until now, 23 displaced residents which are referred to as Beneficiaries (PM) have been at the "Pangudi Luhur" Training Center in Bekasi which is the Technical Implementation Unit (UPT) of the Ministry of Social Affairs. Two of them were referred to the "Budhi Dharma" Elderly Center in Bekasi because they needed intensive social care.
The 23 PMs consist of 8 women and 15 men. On average, they earn a living as scavengers. They also do not have permanent residence in Jakarta (vagrant). Some live under bridges, in storefronts, in garbage carts, in markets, in stalls, or slum settlements. They were found in several locations, such as around Pegangsaan, Pasar Baru, Thamrin, Sudirman, and Manggarai. There are also referrals from Subang and DKI Jakarta Social Offices.
There are two PMs of child age, one of them does not attend school. He only received Early Childhood Education (PAUD) at the Education Religion Be Entertainment (ERBE) Foundation. Therefore the Minister of Social Affairs asked the PM's family to live in the "Pangudi Luhur" Training Center in Bekasi and children who had dropped out of school were asked to continue their studies in the vicinity of the Balai.
At the "Pangudi Luhur" Training Center in Bekasi, adult PMs (scavengers) are starting to be given entrepreneurial skills such as catfish farming, compost-making skills, hydroponic plant cultivation, and other skills that can provide income for PM. An important breakthrough at the initiative of the Minister of Social Affairs for composting and recycling non-organic waste has been offered to the Ministry for waste collection. The Ministry of Finance, the Ministry of Transportation, and the Ministry of Energy and Mineral Resources have started distributing waste from the office to the "Pangudi Luhur" Center for further recycling of waste by scavengers who have become the center's disciples.
In carrying out social rehabilitation by providing entrepreneurial skills for 23 PMs, the Ministry of Social Affairs is collaborating with Social Welfare Institutions (LKS) in DKI Jakarta Province and Bekasi City. LKS also helped provide entrepreneurship training for these 23 PMs.
While adult PMs gain vocational skills, efforts are made for children who drop out of school to continue their studies, such as pursuing packages A, B, and C. It is also possible for children to be sent to school around the"Pangudi Luhur" Training Center in Bekasi.
The scheme is, PM is given social rehabilitation through the Social Rehabilitation Assistance (ATENSI) program. This program has 7 direct services consisting of support for fulfilling a decent life, social care and/or child care, family support, therapy (physical, psychosocial, mental, and spiritual), vocational training and entrepreneurship development, social assistance and social assistance, and accessibility support.
The Ministry of Social Affairs also opens access to programs of other Ministries/Agencies to fulfill PM's basic rights. Starting from the right to get a resident identity, the right to health to education.
"Many letters have been signed by the Minister of Social Affairs and sent to the Directorate General of Population and Civil Registration, the Ministry of Home Affairs for recording population data that has not been recorded/does not have a NIK/KTP/KK, to the Ministry of Health to get benefits from KIS health insurance (BPJS) in obtaining disability assistance tools and the Ministry of Education and Culture for children who have not yet received a Smart Indonesia Card (KIP)," explained the Director General of Social Rehabilitation, Harry Hikmat.
While PM received the ATENSI program at the "Pangudi Luhur" Training Center in Bekasi, the Ministry of Social Affairs is also working with the Ministry of Public Works and Public Housing (PUPR) to build low-cost flats (Rusunawa).
It is planned that the Rusunawa will be built in two locations, namely the "Pangudi Luhur" Training Center in Bekasi and the Safe and Trauma Center (RPTC) house in Jakarta.
The process of reviewing the locations and measuring the land for the construction of the Rusunawa was carried out by the Directorate of Flats, Ministry of PUPR on Wednesday (6/1). The PUPR Ministry will follow up with the next meeting to discuss other technical matters in the construction of this Rusunawa.
Later this flat will be leased to a PM who is already economically independent from the results of entrepreneurship training at the "Pangudi Luhur" Training Center in Bekasi. The rental fees collected will be managed for the initial cooperative capital for PMs who are in Rusunawa.
The Ministry of Social Affairs together with other Ministries/Institutions continues to strive to provide the best service for the people of Indonesia, especially social rehabilitation services for displaced and vulnerable residents.
Minister of Social Affairs Risma said that the Center in this case does not only provide social rehabilitation and social empowerment services, but also ensured that PMs can be independent, change their way of thinking, change their behavior, and be given intensive training and assistance during aftercare so that PMs can live decent and independent lives.
