JAKARTA, TUESDAY (6/9/2022) -- Social Minister Tri Rismaharini said that the Ministry of Social Affairs is in the process of distributing additional social assistance in the form of Direct Cash Assistance of Fuel Oil or Bantuan Langsung Tunai Bahan Bakar Minyak (BLT BBM) outside of regular social assistance. This was done at the direction of the President of the Republic of Indonesia, Joko Widodo, to keep the people's purchasing power stable.

This statement was delivered in a virtual dialogue with the Minister of Manpower Ida Fauziyah and the Head of the Fiscal Policy Agency of the Ministry of Finance Febrio Kacaribu at the Medan Merdeka 9 Forum live streaming (FMB 9) Ministry of Communications and Information Technology, Tuesday (6/9).

"We will provide additional social assistance outside of regular assistance, considering that the Ministry of Finance calls this a cushion from the increase in the price of basic needs. A total of 20.65 million Beneficiary Families (KPM) we assist with a total value of Rp. 12.4 trillion," said the Minister of Social Affairs.

The Minister of Social Affairs said that the BLT BBM was given for 4 months with a nominal monthly value of Rp. 150,000/ KPM. The distribution is carried out in 2 stages, the first stage is disbursed for 2 months Rp. 300,000 in September 2022 and the second phase is disbursed in 2 months Rp. 300,000 in December 2022.

The distribution of this assistance is carried out through PT. Pos Indonesia. The distribution of aid can be done at the nearest Post Office, sub-district office or a place approved by the community in remote locations and door to door or home visits for beneficiaries who are elderly or people with disabilities.

The Minister of Social Affairs also said that she tried to make strategic steps for the distribution of BLT BBM can be right on the target. First, by updating the Social Welfare Integrated Data (DTKS) system every month.

This data update is carried out every month with the local government. The Minister of Social Affairs explained that in the first- and second-week local governments have to do verify the data. After the verification is complete, in the third week the Ministry of Social Affairs do check and re-checks to ensure that those datas are eligible for assistance. Then the Ministry of Social Affairs determines for further distribution.

"So, I make a Ministerial Decree every month for data changes. Currently there are approximately 146 million data that have been matched with civil registration data," she said.

Second, the Ministry of Social Affairs has application for checking social assistance data which can be accessed on the Cekbansos.kemensos.go.id page and it contains the ‘Proposal Refutation’ or ‘Usul Sanggah’ feature. Every member of the community can check whether their data is included as a recipient of the Ministry of Social Social Assistance or not.

In addition, the community can also propose if there are residents who should deserve assistance and they can give suggestion if there are residents who should not be eligible to receive assistance.

Since its launch on July 31, 2022, as of September 6, 2022, there have been 841,763 verified users with details of 113,454 proposals approved, 16,439 proposals rejected, 191,186 proposals waiting for verification, 4,061 rebuttals approved, 702 rebuttals rejected and 25,018 rebuttals waiting for verification.

This application is also integrated with the WBS KPK application, lapor.go.id and jaga.id. "This is our way of making social assistance data more transparent. This is also monitored by Corruption Eradication Commission RI or Komisi Pemberantas Korupsi (KPK) and Ministry of Bureaucracy Reforms or KemenpanRB websites," said the Minister of Social Affairs.

Third, the Ministry of Social Affairs now has a Command Center that can be accessed via telephone number 171. This Command Center is the control center for public reports, media monitoring and outreach carried out by assistant staff.

From public reports, the Ministry of Social Affairs conducts field checks through social assistants in each sub-district. Although there are several obstacles in the field checks, such as locations that are difficult to reach and transportation that is not easy, the Ministry of Social Affairs continues to strive so that this report can be accounted for.

The Minister of Social Affairs said that the assistance provided by the government was quite large and was expected to be able to accommodate the increasing price in the community.

Regarding population administration as a condition for receiving social assistance, the Minister of Social Affairs said there are some people need social assistance but they do not have an ID card to have access to assistance, so that Ministry of Social Affairs collaboration with Civil Registration officers try to facilitate.

"If the population data does not match, the Ministry of Social Affairs will be blamed by the Supreme Audit Agency or BPK, so we cooperate with the Civil Registration Office so that the community can access the assistance provided by the government," explained the Social Minister.

At the end of the dialogue, the Minister of Social Affairs gave a message that by working together we can solve problems and obstacles that exist in society.

"It's time for us to join hand-in-hand to solve problems in the field so that people can feel the impact of the national development," concluded the Minister of Social Affairs.**
