JAKARTA (October 7, 2019) - Head of "Handayani" Social Rehabilitation Center of Child that Needs Special Protection (BRSAMPK), Neneg Heryani, attended the Workshop on Managing FTF Returnees, Including Women and Children Associated with FTF at Borobudur Hotel.

The workshop was organized by the National Counterterrorism Agency (BNPT) in collaboration with the NCTV (National Coordinator for Security and Counterterism) of the Kingdom of the Netherlands. This activity was attended by representatives from various countries including the Netherlands, Malaysia, the United States, Germany, Belgium and Australia. While from Indonesia represented by the Ministry of Social Affairs, Ministry of Home Affairs, the Ministry of Women and Children Empowerment (Kemen PPA), the Ministry of Foreign Affairs, FTF, National Women's Commission and BNPT. Representatives from NGOs which are ICRC and UNDOC were also present at this event.

From the meeting, it was conveyed that the conditions of citizens of various countries in Syria showed a worrisome situation. They live in camps without adequate facilities, such as lack of water and food, especially in Al-Hol camp. Almost all refugees do not have population documents.

This activity is not only talking about security, but also the humanity side is an important thing to note. In this case, Indonesia offers a strategic change in dealing with this, by using two approaches, namely the hard approach and soft approach. By separating ISIS sympathizers into two groups first, namely groups that will undergo the legal proceedings, and groups without legal proceedings.

A soft approach is used for those who are in groups without legal proceedings. This approach is in the form of a deradicalization and rehabilitation process which is implemented in collaboration with the Ministry of Social Affairs. This process makes it possible to return them to the community with supervision from the government.

It was agreed that there should be cooperation in dealing with terrorism. Not only the security approach, but also social rehabilitation. As in other countries, social rehabilitation is done by returning them to the community, by looking at the readiness of the family to accept them. Although each country has its own policies while still paying attention to the humanity side.

The workshop will end with a visit to "Handayani" BRSAMPK on Tuesday, October 8th, 2019.
