SURABAYA (December 4th 2019) - In support of the implementation of the distribution of aid funds to the Family Hope Program (PKH) and its evaluation, the Ministry of Social Affairs conducted a National Reconciliation Program for Non-Cash Social Assistance (Bansos) PKH Semester II. This time, the reconciliation in 2019 was held in Surabaya by presenting various elements directly involved.

The Minister of Social Affairs, Juliari P. Batubara highly paid attention to the reconciliation program because this important matter related to accountability and transparency in the distribution of social assistance funds includes accuracy in the target, amount, time, use, quality and administration.

In the process of channeling PKH assistance there were several parties involved, namely the Ministry of Social Affairs, the State Bank Association (Himbara) and the Provincial and Regency / City Social Services. Each level has a strategic role to contribute to the distribution of aid to be received by beneficiaries.

"Through reconciliation activities, we evaluate whether the processes that are actually carried out by each party are in accordance with their role," said the Minister of Social Affairs when opening the PKH National Reconciliation activity in conjunction with the Local Wisdom National Workshop on Wednesday (4/12) morning.

The National Reconciliation that was carried out on 3 to 6 November 2019 was aimed at evaluating the distribution of social assistance funds phase III and IV which had been completed as scheduled in July and October.

From the written report it is known that the realization of PKH Social Assistance as of November 29, 2019 for each stage, namely 1) Phase III, the amount of aid that has been distributed to 9,555,672 KPM and has been disbursed amounted to 99.07%; and 2) Phase IV the amount of aid that has been distributed to 9,640,823 KPM and has been disbursed amounted to 95.82%.

The number of failed transfers of assistance to KPM accounts in stage III recorded 183 accounts or 0.0019%, while stage IV recorded 153 accounts or 0.0016%. While all funds that have not been successfully transferred have been returned to the state treasury.

The distribution of PKH social assistance funds has become more transparent since the use of the Online Monitoring System of the Treasury and the State Budget (OM-SPAN) initiated by the Ministry of Finance.

Based on data compiled by the Directorate of Family Social Security, this system has a positive impact that can significantly reduce the number of failed transfers from tens of thousands of KPM to less than 500 KPM at each stage. In addition, the percentage of PKH social assistance distribution to each KPM account in the first and second stages of 2019 also reached 99.99%.

There were 300 participants in the national reconciliation activity consisting of 34 Provincial Social Service elements, technical assistant teams from the Asean Development Bank (ADB), Directors and Regional Leaders and elements in charge of handling reconciliation data from Himbara (BNI, BRI, Bank Mandiri , and BTN), as well as Regional Coordinators (Korreg), Regional Coordinators (Korwil) and Database Administrators (APD) from all provinces in Indonesia.

The reconciliation activity by gathering parties from various elements is an evaluation material in improving channeling performance from the aspect of accountability, as well as material for improving services for beneficiaries.

In connection with this, the second semester reconciliation focuses on a number of issues such as the Prosperous Family Card (KKS) which are not distributed due to double accounts, bank area distribution errors and replacement of management for KPM died with heirs.

Through this activity it is hoped that distribution problems can be resolved so that the KKS that are not distributed are determined to be returned to the state treasury on December 27th 2019.

In order to obtain accurate distribution data, said the Minister, the reconciliation was carried out in stages starting from the district / city, province, and even national. Furthermore, a report on the distribution of aid (starting from the amount disbursed, distribution constraints and solution solutions) is appropriate.

Output that will be generated through reconciliation in the form of 1) Failed to transfer significantly decreased; 2) The similarity of data and the mechanism of reconciliation are then carried out in stages; and 3) Increasing the central, regional and Himbara understanding of data integrity.

From these outputs, it is expected that 6T (on target, on number, on time, on schedule, on quality and on administration) will be a common target to be completed within the next few days through national reconciliation activities.

"As the message President Joko Widodo has popularized regarding social assistance funds to change the mindset from send to delivery, in addition to ensuring aid is received by beneficiaries, at the time of distribution, the Ministry of Social Affairs must also ensure that the assistance is utilized properly," concluded the Minister of Social Affairs.
