BOGOR (October 27, 2020) – The Secretariat of the Directorate General of Social Protection and Security (Linjamsos) is reorganizing the regulation in the form of the Minister of Social Affairs Regulation (Permensos) within the Directorate General of Social Protection and Security by simplifying 13 Social Minister Regulations into 3 Social Minister Regulations.

"If we look at the regulation in the form of a Regulation of the Minister of Social Affairs within the Directorate General of Social Protection and Security, there are many, at least there are 13 Permensos," said Secretary of the Directorate General of Social Protection and Security, M.O. Royani at the opening of the Simplification of the Draft Regulation of the Minister of Social Affairs on Social Protection for Disaster Victims in Bogor, Monday (26/10).

According to him, based on the identification results, the 13 Social Minister Regulations can be simplified to only 3 which includes the Social Minister's Regulation on the Family Hope Program (PKH), Disaster Management, and the Government's Rice Reserve (CBP).

“First, the Minister of Social Affairs regarding PKH. After reviewing, there are still many things that need to be improved, but the (PKH Permensos) is still there, only the content is improved, we are perfecting it,” explained the Secretary of the Directorate General who previously served as the Director who oversees the implementation of this PKH.

Then, he continued, from the 13, we will also simplify the Minister of Social Affairs regarding Disaster Management.

"There are many things that can be regulated about the mechanism for handling disasters, how to involve Tagana, and so on, it is very possible to condense them into one Social Ministerial Decree," said Oni, his nickname.

As for the simplification of the third Minister of Social Affairs, said Oni, targeting the Minister of Social Affairs regarding CBP. "The substance of CBP is somewhat separate from the Minister of Social Affairs for Disaster Management because it has its own specifications," he said.

Oni said the simplification policy was carried out by reviewing the 13 Social Ministers to find out the strengths and weaknesses of each Social Ministerial Regulation.

"We will put the strong into the substance, while we will fix the weak," he explained.

However, he reaffirmed the basic purpose and principle of simplifying regulations to the participants who attended, “In principle, the Minister of Social Affairs as a regulation must be an enforceable rule, not to make it difficult for us to implement it. That's the basic policy of regulation," he said.

Meanwhile, the drafting of the Simplification of the Minister of Social Affairs Regulation of the Directorate General of Social Protection and Security is targeted to be completed by the end of 2020. "The target is, we are working on it until the end of 2020, the final draft is already there," said Roni.

He targets that by the end of 2020 there will be a final draft. "So, in early 2021, we can already harmonize this with the Ministry of Law and Human Rights (Kemenkumham)," he said.
